The first thermostat is set at 60 Celsius temperature and the second thermostat (auto cut off switch) is set at 70 Celsius. If the first thermostat does not cut off the power supply to the geyser at 60 Celsius temperature, the second thermostat cuts off the power supply at 70 Celsius temperature.
