It does have some small effects. Hank talks with Connor about this and if you saved the policeman, he will later on thank you (sabing him also rises the public opinion). If you succeeded you can also get Daniel in the evidence room and he can be used as a source of spare biocomponents to activate other androids.

I'm late and I haven't finished the game myself, but you want the software to be instable for Connor to go deviant. Increase of software instability is basically the software is more unstable, making it more possible for Connor to go deviant. Less software instability means it's more stable, so the red arrow goes down to say that it's becoming less unstable, therefore Connor will become a machine. Blue arrow (his programming is less stable) = deviant Red arrow (his programming is more stable) = machine When his program is stable, they have more control over him.
If you save his life, in a future mission, he will thank you for what you did. However, if Connor dies and is replaced in a previous misson the new connor(s) will not recognize him.

i came here to see connor telling daniel the truth, telling him that probably he wont get out o this alive, but with 99% of convincing what i wanted to see, was a scene where daniel acctuly let the girl gos even tough he knows he is going to die

But telltale games have more freedom and is more interactive. But this one have good meaningful choices
