As Metalhead said - the If It's Legal bit refers to them committing to stocking all factions that will be available for Competitive play, however at the cost of 40 warbands being only available for Legends (casual) play. This will be the 4 Embergard new warbands, and 16 of the older ones undergoing rerelease.
I believe Warhammer Underworlds has had 58 different warbands throughout the years since its inception. And since many of those early warbands have not been purchasable/out of production and have still been good/strong throughout the games history, it has led to many feel bad moments for newer players with no real chance to buy them (without paying a lot on Ebay). So in order to keep the game more fair and balanced, as well as make it easier on the rules writers... they're probably just going to hold onto a few of the more recent warbands they're still making from the last edition of the game "a la - If it's legal" moving forward in addition to whatever new warbands come out in the future.
