The league community will change when riot actually does something to curb player behavior. They always say piblicy that they are trying and its working but anyone who plays knows they put little to no effort into changing it. Not excusing the players but it really is riots fault

Agree on the first one. But no, there is no hope. It is a 5 v 5 with unknown teammates where individual mistakes are payed by the full team. Toxicity will arise by design.
you actually helped me a lot with all your talkings about positive mental, I was never a flamer but I used to tilt and spread negativity into the game, now I just sit and say: "it is what it is" and I use chat only to shotcall. I mute everyone because even when you shotcall you have people making fun of you and I don't want my mental to be affected by these guys; I say "let's play drake" and I see if they follow or not.
Societies have always worked best under precise and fairly strict rules. League community for example does a poor job to distinguish toxic people. It's like doing a poor job of distinguishing murderers. People will just commit more murders because they know they can get away with it more easily. And also rewarding good behaviors or reaching chall for example with special and meaningful rewards would be awesome. For example I don't remember which season it was but once riot gave challenger players some really cool limited jackets for ending the season at chall, it's such a simple thing but ask anyone that was there then and they remember it very clearly as one of the best things riot has done to give back to the community.
