Hi Saab, hoya usually push out long tendrils because they are searching for someplace to attach to because it makes them feel secure. Once they are attached and feel secure, they will push out leaves. So you should never cut off the tendrils(unless they are dried/dead) otherwise you will stunt their growth. I hope that makes sense. Never cut the tendrils off! ... Instead, give them some sort of support and tie the tendril to it, or use an orchid clip. As soon as the tendril feels the support it will produce leaves on all of its nodes. :) Important: make sure that the end of the tendril points upwards, or else it might die off.
