Because he twitches a lot? There's actually a reason he moves so stiffly and erratically. Hugo is based on wrestler Andre the Giant in many ways, (Andore being a German variation of the French Andre name, both were farmers and dropped out of school to be farmers, ridiculously big wrestlers). Because Andre had gigantism he suffered from stiff joints, muscular pain and muscle spasms, before he did any physical activity or started to wrestler in the ring Andre had to do various stretches and hold certain poses for a while in order to limber up. This is referenced in Hugo's animations quite a lot since his idle standing and crouching animations have his head and shoulders in spasms and he limbers up by flexing his arms before doing certain signature moves like Hammer Mountain or in SFXT if he was charging up Lariat/Gigas Breaker. This probably also explains why his stamina increases when he does his arm flex taunt in SF3 Third Strike since he's limbering up his joints.
I miss the Alpha series. That's when SF was the best. I wonder if SF would ever be great again. For real... Put all the characters into one and remake all of them. Shyt, you would make more money. And you would have a old but new audience. The young learn from the old. 2 is better than 1.
I think the reason they didn't was money. Most of the new move animation for all characters are somewhat recycled animations from their supers, specials ultras and other stuff. I don't think they wanted to invest a huge amount of money on new stuff if theyre realsing it for free

They definitely have the money. But then again, this is CAPCOM we're talking about, so they obviously don't want to USE it. Parries are lazy and they look incredibly stupid.

Some plares are really op in this mode. Blanka, Bison, and particulary Vega, but others who were really hard to play with such as adon or Dan now are a pretty decent match for any other player

What's the highest combo anyone has ever gotten with Hugo, cause it feels like 9 hits is a lot for the big guy.
***** Actually, you can link HP clap after red focus and keep the opponent standing for the medium clap if you time it properly. So it's 14 hits.
Also it is possible to link five jabs in a row but I'm not sure if you can after lp clap.
Try Focus, hp clap, mp clap, lp clap, red focus toss grab, ex clap, ex clap, megaton press. 11 hits, lotta damage
adrian roldan lp clap > red focus isn't possible unless it's a counter hit. It's mp clap > red focus.
