Adam was a patch job on the season. Maggie Walsh was intended to be the seasons Big Bad, but the actress ditched for another job after they'd already started filming. So they had to write in the rushed exit for her last episode and Adam was repurposed to fill in the Big Bad role even though he wasn't originally intended to be the primary antagonist. They did the best they could, but that patch job still shows.
Poor Riley gets so much crap but he really does go through it. Dude signed up to serve his country and put his heart and soul into it, getting into the special forces track and then being hand picked for an even more specialist assignment. Should have been his dream career path. Instead he ends up emotionally manipulated and abused by a would-be mother figure, has his human rights stripped as human experimentation is forced on him without knowledge or consent, slowly starts to learn that the "enemies" he's been sent into combat with aren't actually all evil and in fact it's his own organization doing horrific things which he's been unwittingly assisting in (I don't think Anya dropping a reference to Vietnam this episode was coincidental), and now the experiments done on him are causing some horrible reaction to his body thats crippling him physically, messing with his head and he has no idea whats happening. There's an easy argument to be made that Riley suffers the most trauma in the shortest amount of time of any character up to this point.
It''s interesting just how much of the Tara and Willow dynamic these first few episodes is lost on people that aren't familiar with the context of the time it was written in, both within the story itself and in the real world as it was being written. Every step of their subplot so far had to be carefully measured so that on paper the network could see the scripts, even the finished episodes, and not realize anything overtly romantic might be happening for either of them. Otherwise, even if there was a plan by the writers to actually go somewhere with this, the network censors would stop it before it could start. We watch it today and most people pick up the signs pretty early, but back when it aired there were a lot of people that completely missed all of it. At the same time, even though the subdued aspect of the subplot so far was a conceit to sneaking it by the network, in-world it just fits remarkably well with someone like Willow who's always had a deep seated insecurity and self identity issue on top of having virtually no romantic experience of any kind. It's a lot to process even without considering all the other baggage it can bring. She's excited, confused, uncertain and still trying to understand whats happening while Tara by contrast appears to have already gone through this process much earlier in her life. The audience only sees a small part of a characters life and I think Willows comments about not just wanting to spend time with Tara to do spells was there for the audience, to show there is more going on and she's highlighting that there's more going on, but since the rules of TV mean most of the time we see them on screen as supporting characters its going to be involving something slayer related it could leave us with the wrong impression if it isn't addressed.
It would have been interesting if they could have developed Walsh as the Big Bad. It might have allowed a much darker Riley/Adam storyline, and made the stakes higher with Buffy and Riley. Without her it just left Riley too bland and Adam mostly in search of something to do. None of the writers or Showrunners had the faintest idea of how to portray a convincing military operation, sinister or not, and that added to the cringe. The plethora of brilliant individual episodes and adding arcs for Spike, Anya and Tara made up for a lot though.
Plenty of issues arose this season that sort of pushed plans around.
You're feeling the exact same way 90% of the fandom feels, and why season 4 rarely ranks highly despite some *absolutely* incredible episodes.

I actually like Adam as a villain. Sure, after the Spike, Dru & Angel's trio of S2 and the Mayor & Faith in S3, it can seem cheesy... but you know what.. it's because he is cheesy that I like him. He's a Super Sentai's villain (for those not familiar with the term Super Sentai, it's the japanese shows that were dismembered and patched with american sitcoms to give the Power Rangers), just like was Moloch (1x08). And having grown with Bioman, Maskman, Liveman, Turbo Rangers, Jetman and, indeed Power Rangers, it touches that nostalgic heartstring which makes me impossible to not liking him, though I'm aware of its flaws, both in its look and in its writing.
I honestly hate Riley.

I’m sure by now you know Adam (the new big bad) was a last minute resort since the actress that played Professor Maggie who was suppose to be the big bad of the season quit on the show. Also thank you for understanding why Riley was going crazy this episode.

Most people say S4 is great barring The Initiative arc. And while I understand the theory, I disagree, because there are a few Initiative episodes worth it and some non Initiative episode not worth it. It's why I agree with the crew that the seasons theme about the struggles from high school to college and how even The Initiative played into that are the important aspects of the season. In this episode Buffy takes a small step back towards the group she's been separating herself from and away from Riley while Willow continues to be separate concerning Tara and something that's just "hers" as the two of them think of it.
IDK if anyone has already pointed out that Riley/Walsh's relationship is a kind of dark parallel of Buffy/Giles (with the genders reversed), much like Faith/Wilkins was as well.
Anya seems to be Cordelia's replacement with her personality shifted sidewise a bit.

No Cordelia was spoiled and self entitled. Still liked her but she was a mean girl. Anya is just brutally honest and she’s learning how to be human again after being a demon for a thousand years

Adam was a miss, the floppy drive is jarring from our 2023 perspective... A perfect example of a badass monster is the Terminator. They look human, but are pure killing machines. A demon version would've also saved on all this makeup for Adam.

Goodbye Iowa a very average episode, but sets up the later half of S4 now we have established that Walsh was planning something very sinister with her creation Adam, and not only experimenting on the HSTs, but also the Commandos of The Initiative, as Riley is having symptoms of poisoning. Some great little comedy moments with Xander again, and of course to homage to the original Frankenstein when Adam meets the child.
I wouldn’t call it poisoning. More like withdrawal from the lack of the drugs his system was used to. Which can make you a violent person specially him who was emotionally unstable after finding out about Maggie trying to kill Buffy and then finding out Maggie was killed
