Yeah. If they just ran away find the kid confirm they just ran away and then tell the parents that yeah they'd spoken to the kid and they said they ran away so they were hands off for a while
It's a manpower and resource problem. I'm a deputy sheriff in a large metro county in Texas. During an 8 hour shift we can easily get several runaway and missing person calls on top of the assaults, thefts, robberies, vandalism, car accidents, etc. If there's a lead, like a boyfriend's/girlfriend's house or a license plate of the car they got in, we'll work it. Otherwise it's a report and entry in a state and nationwide database.
@@SEAZNDragon casual reminder this takes place in Australia. Our national population is less than Texas' with the state of Victoria (where the case took place) having a mere 6.6 million. That's about the population of Indiana, in a state about the size of Utah. They could absolutely do better

Place notice, take things seriously and file the paperwork. I understand resources are scarce, but, it’s a lot better to take a missing person case, file it and put notices out to the news/social media in a post/story that takes 5 minutes to alert the locals. It might not lead to needing groups of people to canvas an area, but, at least the person’s identity is out there and could maybe get help or people could offer info.

As a native Melbournian who has lived here all my life, I remember this case and how Victoria Police were absolutely reamed over this. I seem to remember quite a few people suspicious took “early retirement”. But back then, Box Hill Police were notorious for being lazy…
I’m about an hour in now, and I swear this sounds way more than simple incompetence or laziness. It downright sounds like people at the station must have been in on it because that level of dereliction of duty takes effort.
They were also allegedly involved in cross-national oppression recently on overseas Chinese people by flying the PRC flag and playing their national anthem on. Australian. soil. on. a. PRC. holiday. Why am I not surprised that they are also oxygen thieves?
33:00 as an always anxious girlie, I appreciate men like Simon and my husband who can internalize panic and try to keep others calm. It’s not always healthy but in high stress situations, someone with a clear head is definitely needed.
I panic in the dumbest situations but somehow whenever everyone else starts to panic my brain switches into coordination mode and i calm down immediately and try to figure out how to fix the situation. My brain do be stupid sometimes...😂😂
As someone with severe anxiety problems, I have found that the situations in which I, personally, remain the most calm are situations where someone else is panicking. I've heard it expressed as the thought "oh, good, someone's panicking; we've got that covered then."
hello! resident of melbourne here. Melbourne is a massive city, population of about 5-6mil people. Instead of Melbourne being the city and lots of separate towns bordering it, we have heaps of suburbs surrounding the city and the further out or away you go from the city itself, the bigger the suburbs get and become more towns than suburbs. In this case, Mont Albert, Box Hill and Richmond are all really close to one another, Mont Albert to Richmond is a 20 minute drive with heaps of other suburbs in between. The jurisdiction isn't crossing state lines as its in the same state. Same city, just different suburbs, so same laws across the board. Whereas, if she was reported as a missing person in Victoria and was found in New South Wales for example there may be different laws! I hope this clears up any confusion :)
I wondering about that. Melbourne sounds like my hometown Houston, Texas; similar set up: large city with suburbs the size of small cites. Kevin seems to think Boxhill has its own police department but from what I read local law enforcement is at the state level and Boxhill was just a sub-unit of the state police. The station was still unprofessional but its likely they really did had to go through a lot of missing person cases.
The police in this case are completely incompetent. The parents solved that case, they did all the real work. They shouldn't have had to go through that. RIP Rachel. She seemed like she was going to have an amazing life
Police in Australia were totally fooked until the mid 80's when there was an enquiry into police corruption, and the justice system generally. The Fitzgerald Enquiry.
I had a great-aunt who got into an argument with her son one morning. He stormed out of the house, drove off, and got into a fatal accident. She never remembered what the argument was about, or what their last words to each other were, but she was haunted for the rest of her life by the fact that it was something horrible said in a moment of rage that they never had a chance to get past. My mother and I hardly had the best relationship, but because of what happened to her aunt and cousin, she would always say “I love you” before leaving for work, no matter how bad of a morning we may have been having.
I always tell my mum I love her before I leave the house, and my girlfriend whenever one of us goes to bed (currently long distance,) because of the old episode of the Simpsons where Maude Flanders dies and Homer tells Marge he's never going to let her leave the room without telling her he loves her (ignoring how he completely abandons this idea within seconds) because Ned's last words to Maude were "No footlongs." I acknowledge that The Simpsons being the reason I do this is pretty trivial, but as a young child (when I first saw it) with anxiety, and especially terrible separation anxiety regarding my mum growing up, it really stuck with me. I couldn't bear the thought of anything happening to me or my mum (and now I'm an adult, my girlfriend) and my last words to them not being that I love them.
I taught my daughter the same. I love you when one of us leaves our get off the phone or going to bed. Badically any separation. Her grandma passed and I reminded her that her list words were I love you... it's helps I think
I tell my husband and my kid “I love you” pretty much any time they walk out the door because I’m terrified that something bad will happen to one of us while we’re separated. If my husband and I have a disagreement or argument, it’s not uncommon for me to angrily shout “I still love you!” and slam the door when he leaves for work or goes to run an errand. Lol. The neighbors must think I’m insane.
I am very comforted knowing that my last words to my husband who died suddenly at 38 were I love you. And that his last words to me and our son were I love you. It's quite a gift. Not everyone has that
I appreciate that this is meaningful to some, but this "what if one of us dies" thing is the type my narcissistic abusive mother would use to buy undeserved blind forgiveness time after time. I loved her despite it for so long because she was my mother and I was biologically programmed to. but at this point I'll happily die angry, thanks. it took her using my grandfather's (who did more raising of me than she ever dreamed of doing) death as an opportunity to feel self important to break the spell. you don't owe anyone forgiveness, if it keeps the door closed on further abuse then I'm sure Christian Jesus will forgive you.
A mean girl in elementary once pretended to be my friend for a month just to find out what I thought about her best friend. Like… faked a fight and avoided that friend and everything. Sucked for her that I was a very politik 10 year old, so when she asked my opinion of the other girl, I played neutral. AND THEN THAT FRIEND CRAWLED OUT FROM UNDER THE TABLE. They laughed at me and then went right back to bullying me. Oddly enough, didn’t really have a huge emotional impact. Being that girl’s friend wasn’t great lol. … TL;DR people are freaking insane, so the concept of frenemies is not surprising

The last words part hit me so hard. Losing my grandmother wrecked me so bad because I had the chance to see her for a picnic lunch at the nursing home. I didn't because I was having a migraine attack and said maybe another time. I'll try to come visit for coffee this week. Around midnight there was a call she was on the way to the hospital for a heart attack and trying to get her to respond. It hurts so bad knowing I had the chance to see her but didn't and even more that she said 'Feel better Steffy'. She said so many times about hoping the doctors figure out what is wrong always worrying about me since I can't drive anymore and had to drop out of college due to health. Anyway, what I'm trying to say is spend time with them. You never know, and use the time so you don't have regrets like I did.
My grandmother is about 90 years old and I haven't seen her since 2017 due to being sick constantly and not having the money for a plane ticket and accommodation. I decided I would during January 2020, but we all know what happened that threw the whole world into chaos. I will absolutely make sure to visit her because her dementia is getting worse and worse. This year might b the last time I ever get to see her. Thank you for your advice, Stephany. I'm sorry for your loss and I hope that your grandmother is in heaven always making sure that you're ok, even now
This hits me, too. My daddy died 18 months ago, after suffering dementia. I am so glad I was there at the end (he died in my arms), but I had the chance to see him the day before, which was his last good day, and I didn't go. I felt overwhelmed and exhausted by work and we had all planned to get together the next day, so I thought I could wait. By the time I got there he was almost comatose and struggling to breathe. I was able to help him get the only hydration he'd had that day, then I just held him while we Zoomed with my sister in CA. We were all telling stories and laughing when he passed. But I wish I'd been there for his last good day.

As an Australian, I'd like to jump in and correct something from the script. Obviously the American writer assumed we have the whole state/county/municipal policing thing. This whole case would have been handled under the VICPOL umbrella. But there are different stations who are all technically VICPOL, hence why the jurisdiction thing isn't relevant. And to Simon, the Aussie FBI are the Australian Federal Police (AFP, we're a creative bunch)
“It wouldn’t have been truly outrageous” - a great joke that went sailing straight over Simon’s head and as someone who LOVED Jem as a child, I immediately had the song in my head
this episode is genuinely so heartbreaking. i found myself tearing up at rachel's mom's words, you can tell just how much she was loved and cared for. it sickens me to think that caroline was released, and her actions feel almost inhuman. some mental health issues simply cannot be explained, but i feel that whatever she went through as a child is to blame for her spiral into insanity. part of me wishes her well, because i don't believe that anyone should ever have to suffer whatever she did. but the other part of me is angry, heartbroken, and worried.
Most people that get degrees aren't becoming doctors or lawyers, and in America these days, trades will often pay more than degreed positions after you account for massively overinflated tuition costs and interest. If you invest your money as a tradesman you can even outperform doctors and others due to the massive headstart you have without having to pay down massive loans after you're out as well.
Yeah true that, in my country we are over saturated with studying people who can’t find a job after completing university. And we have a big number of open jobs/ positions in "normal work/trades" like Logistics, Construction, etc. I blame it on todays misconception that you can only get successful if you go to Uni and get an academic degree. Sad to see.
I think that's the earliest Simon has gotten into a tangent, and also, i feel that he always uses Tom Cruise as an example of a celebrity, not really a criticism, just an observation. I actually enjoy Simons tangents as they bring a little levity to often very dark subject matter.
Who ARE you? Just got sent this video from UA-cam recommendations and they obviously killed it. I'm an instant fan. Loved this video. Will be binging soon.
That's our guy Simon, he hosts quite a few UA-cam channels, most of them he delivers a script totally straight with no asides, as educational content, but we have fun ones like this and into the shadows where we have the cold read format. The former are for when you just want to learn something, the latter are for when you want to see Simon go on a billion tangents and lose his mind a bit.
This case actually led to some sweeping changes to the way the Victorian Police conduct business, especially with missing persons. The police involved at Box Hill Station were quite rightly hauled over the coals and punished over this. In Australia there are State and Territory Police for the states and 2 territories. The police across all the Melbourne suburbs (called cities by Simon) are Victoria Police, as are all the police in the Victorian country towns outside of Melbourne. Same with my state of NSW, and all the others. All under the same individual state/territory umbrella, and reporting at one station should lead to that report being submitted to the whole system. In this case, unfortunately, that system broke down due to absolute incompetence and laziness, as well as a system that was outdated and lacked common sense with regard to missing persons. Richmond police most likely didn’t take a report because they thought report had already been submitted, but who knows. It must also be pointed out that the computer/intranet/internet communication in Australia even in the late 1990s was nowhere near where it is today. It’s certainly not done that way now, especially with all the different ways we communicate nowadays and with procedures in place for missing persons, especially children.
Haven’t heard of this case before but can’t wait to watch! Thank you again Simon, Kevin, and editors for another what I have no doubt is a fantastic script; we appreciate you all :)! How reckless the police are in this case (and many others) breaks my heart…she was only 15 😡- how could they FORGET about her repeatedly???
While Kevin paints Boxhill like its own town, it's a large suburb of Melbourne and local police in Australia are sub-units of their respective state police. They may legitimately had a lot of cases, bu base on what locals have said on here Boxhill station seem to be lacking in basic policing skills. I work in a large sheriff's office in Texas and I have older coworkers and supervisors who were still doing handwritten reports into the mid '00s. Not all cases get passed on and I can't imagine what searching for reports was like back then.
I'm a Victorian & these suburbs were my stomping grounds through the 90's. I know them quite well. I'm not surprised about this Police Station, thankfully I never had to deal with them personally, my Local one was excellent though. In the 90's some stations did have some end of shift knock offs, they weren't 24 hours, but I believe Box Hill wasn't one of those for 'reasons', I won't get into here. We have suburbs, then "City of" which is a collection of Suburbs (Electoral & Governance), then the State; so we're broken down in that way; some refer to themselves as a Shire, but essentially the same as 'City of" more regional areas adopt the 'Shire of'. I now live in Regional Vic, if there is a missing person, the area does not mess around. We rally.
No being a Creative and trying to make a career out of it is VERY hard. You're just exceptionally good at both the creative and business management/work ethic part of it which is rare for creatives. The fact that you have about 10 active channels going at once and have a fair sized staff of writers, editors, and other people; really does show you figured out and/or fell nicely into the creation of youTube content. I've been writing scripts for UA-camrs for a couple of years now and I only occasionally sell them as one offs, or manage to find low paying but very casual work simply because I am socially inept and don't have the network to flood with samples and portfolios to suggest to potential employers/buyers (gotta love crippling anxiety, I have the writing style of a master of linguistics and puns, but ask me a simple question like "you want fries with that" and I will have to force a stammer answer out... I honestly think some people I have interviewed with didn't believe my samples were mine when it came to the direct conversation parts of the interviews)
Not to pop your bubble, but Simon has at least 3 different people managing *him* in different aspects of his job. And as the last Brain Blaze stream showed, unless he has someone slapping his hands with a ruler he will go for the easiest short-term option. Like making an off-hand comment that donation notifs annoy him and if somebody donates 100$ he will end the stream then as soon as somebody donated cut the stream. A HORRIBLE long-term decision both when one looks at the business management side of the problem and on _work_ _ethics_ side. What Simon *does* have on his side is his familiarity with what kind of content will do well on YT
Only if you don't take proper care of yourself. I'm nearly 50, was a heavy equipment mechanic for decades before getting into the carwash business and I can still push all day better than most men half my age.
@@Aryasvitkona Melbourne is at least half of Victoria’s population. The Boxhill station deserved to get reamed for their lack of professionalism with the family and lack of action on obvious leads but this isn’t Mayberry. Dropping everything for one missing while would be laudable would be difficult with the call volume of a large metro.
@@SEAZNDragonputting an APB or Amber Alert out shouldn’t be denied even if there’s a chance they’ve run away. How many times have we learned from parental units or frenemies who claimed the victim had left on their own accord, later discovering the “grieving loved one” was the murderer?!

The secret hack to get police to take you seriously is say the missing person has a serious health condition (eg diabetes) and needs medication asap
Exactly. I rest assured by the fact I need pills every 12 hours or risk a seizure since it’s such an immediate red flag. I’d make a pretty poor runaway without it lol

As a native Melbournian who has lived here all my life, I remember this case and how Victoria Police were absolutely reamed over this.
I seem to remember quite a few people suspicious took “early retirement”.
But back then, Box Hill Police were notorious for being lazy…
I’m very glad to hear that
Seeing as police incompetence is a running theme of this channel I'm glad to hear that someone finally paid some potential consequences
Good to know they weren't just allowed to skate, that they actually faced some proper outrage and punishment.
I’m about an hour in now, and I swear this sounds way more than simple incompetence or laziness. It downright sounds like people at the station must have been in on it because that level of dereliction of duty takes effort.

hello! resident of melbourne here.
So then why were the different police stations not allowed to work on the case? For being so close it looks like the system hates cooperation.
"I'd rather have had her for 15 years than not to ever have had her at all", my heart oh my god.
I always tell my mum I love her before I leave the house, and my girlfriend whenever one of us goes to bed (currently long distance,) because of the old episode of the Simpsons where Maude Flanders dies and Homer tells Marge he's never going to let her leave the room without telling her he loves her (ignoring how he completely abandons this idea within seconds) because Ned's last words to Maude were "No footlongs."
I acknowledge that The Simpsons being the reason I do this is pretty trivial, but as a young child (when I first saw it) with anxiety, and especially terrible separation anxiety regarding my mum growing up, it really stuck with me.
Yeah it has to be somewhat common for the term Frenemies to even exist
Do kids still do three way calling? 'A friend' did something similar but with the guy I liked on mute. Peers can suck so much!
That sounds like some very mild bullying at best. Weird, but not harsh. As recent as 20 years ago kids were killing each other with bullying
You Zoomers need to learn to appreciate how quickly social acceptance has risen. ONE generation away and being queer was a crime. It was literally illegal to have an equal life to straight people. I'm appreciative of the progress people made in the most recent civil movements. Your generation is squandering it and becoming increasingly bigoted.
@topogigio7031 🤣 Bullying is bullying and murder is murder. There is no overlap. We were talking about kids being deceptive and shitty not homicide. Yeah, everything is mild when compared to murder. You're funny.

It wasn't like you made an excuse or shitty decision. Life is shit and ppl go unexpectedly so don't beat yourself up to bad over it, she knew you wanted to and would have if not for a legitimate reason

Diabetes is a good one, epilepsy is another good one

Simon reading script: Australian police was terrible
*30 seconds later *
UA-cam: Come visit Australia!!!
Sad to see.
I'm glad someone did all the writing for the comment I wanted to make.🤪

Can not express how much better episodes are without the recent back ground music that a few videos have had. Perfection is back well done team

Thanks For this kevin! Love your scripts! 🎉🎉🎉🎉🎉
Thanks!
We rally.
Thank goodness times have changed here in Australia

I was literally just thinking of re-watching Stephanie Harlowe’s on this case. Still probably will later but very glad to hear the CC take on it. RIP Rachel.
I definitely would say CC and Stephanie are my go to with true crime, hearing their personal opinions add so much!
@@oliviannie9705 Agreed. I know Stephanie can be a little controversial sometimes but for the most part I think she does a really good job with her research, and the writers for this channel are amazing at that as well. Georgia Marie is amazing too, she focuses a lot on unsolved and unidentified victim cases.
@@hazels7447 Why is she controversial?
@@ThatWriterKevin Some of her political views, a few videos people have said she was borderline victim blaming. I think it was the Bianca Devins case where I saw it first, she didn’t outright say the victim deserved what happened or anything but she seemed fairly judgmental about some of the victim’s life choices and it felt a little much. But honestly that’s the only time I’ve ever seen it myself.
Stephanie does an excellent job with most of her videos, I think I've only seen one that I was disappointed with. She also has a similar sarcastic sense of humour to me (though much more subdued) which I enjoy, though that does make me redescent to watch her video on something I'm going to write about until I finish
"Horsey person" here, laughing my butt off at Simon calling a barn a "horsery."😂😂😅
Right? I'm just popping off down to the horsery to go for a hack. You know what? I like it. We should use it instead of stables or barn.
Jen with the curly hair edit onto Simon's head had me cracking up.
i wonder if Jen is back. i know she moved to other channel editing temporarily because CC was taking a toll on her mental health (i dont blame her in the slightest...)
A nice llllooonnnngggg episode to look forward to once I am out of work. Thank you for always giving me something to look forward to! Your videos and this community are amazing.
This is a decent length, but hardly a loooong episode. I didn't even hit 2 hours!
That's true, the 2+ hour episodes are my favorites. Nothing like getting lost in a story.
Kevin and Simon, thank you for ending with Rachel’s Mom’s words. She worded it beautifully. Thank you guys for your hard work!
I’m absolutely in stitches regarding Simon’s description of “Peter”! It’s exceptionally funny once you factor in that he perfectly described by fiancé, who my very traditional boomer parents absolutely ADORE (far more so than the clean cut, non-smoker, motorcycle/risk averse lawyer I was previously married to). 😂
ikr! at "horsery" i was laughing so hard i HAD to give my thumbs up:D my father really just recently told my sister and me that he was glad we didn't have horse-stuff as hobby when we were children:D
Wow thos was the first time ive ever cried at the end of an episode- I guess having a young daughter this story hit me rather hard- Love your children and dont take a second for granted 💜
I sincerely hope you look into Arthur Shawcross purely because i want to see Simon tear into him
Hearing you say 'Melbourne' correctly makes me so happy - I live in Melbourne 😂 and not far from Mont Albert
"that horse needs to be in a horsery or something " that would be a stable
Or a stud? I'd never heard horsery 😅
@@AdamOBrien29 Typically a stud is in another horse
Big up Simon and the rest of the crew for all the brilliant work you do
Thanks!
In regards to a “lie”, you tell them she needs medication for X…
Oh that’s a good one.
On the topic of moving because of the kids. I propably wouldn't move either but if you live in a town of 100 people, maybe you don't need that strong of a reason
Yeah, any opportunity is a good reason in that situation, imo. I'm a small town girl (5K iirc) and 100 ppl is a speed bump, not a real location.
I think it would depend the ability of the child, in this case Rachel has a real talent and drive to be successful and moving will be beneficial to younger sisters as well.
Yeah, I mean, I think that the opportunities and cultural richness are reasons enough to live in a town bigger than 100 people. However, if my child needed the whole family to move towns if we already lived in a decently big town I wouldn't uproot everyone for that I think.
28:17 My last words to my grandmother were "See you next week, can't wait to bake cookies" She died a day later. I only came that day because I made a scheduling mistake.
I was very priveleged that i moved close to my grandparents when my grandfather fell ill... my aunt was a resperatory therapist, so my grandmother called her every morning to say hello to her dad and listen to his breathing. that morning, she told my grandmother. "I"m calling out of work and coming over. call anyone you want there with him."
my grandfather was able to pass away surrounded by two of his three children and five of his seven grandkids.
@@Missmori awe, thats nice. We only found grandma a day later when she was aupposed to get her new couch, but didnt open the door.
The firemen were greeted by a very hungry kitty omce they were in, poor Daisy had missed about three meals.
@@kariissmol9172 I'm so sorry. I've been fortunate to have never had an experience like that. But I'm glad to hear the cat was okay. I know my grandmother's biggest worry would be pets... It's why she doesn't want to get another cat...
@@Missmori my guess is that she COUDLD pass away so suddenly because she knew someone was coming soon ^^ but I'm glad you could all be there for your grandfather.
Daisy is now safe in my Grandmothers daughters house, living her best life as a foto model and furry foto Background.
Mont Albert is a suburb of Melbourne.
All Melbourne police are state police. We don't have city police.
22:00 my husband has a motorbike and tattoos and was really offended by your statement 😂
23:30 he's also a horsey person and got more offended by your second attack 😂
@@RacheyGWplease tell him he has a really sick beard! 😂
@@adenkyramud5005 thank you 😁
Jen's edit of Simon envying his friends full head of hair was a violation and I love it
Perfect Timing on this upload.
The Casual Criminality is 30% Script, 5% ad read, and 65% tangent
Oh yes! Posted 1minute before I settle in for the night.
"That horse has to stay in a horsery"
Had me rolling 😂
Thank you to the whole team for covering this case, i grew up close to where this family lived and went to school with one of Rachel's siblings, the impacts of what happenend in this case were absolutely horrific and im so glad people still cover her case with such respect and care
I'm American and we aren't gonna hate our daughters boyfriends for no reason lol. How dare you insinuate that only non-Americans can judge people solely based on their merits XD
Look, it was my job as a big brother to hate any idiot that my dumbass little sister dated
i dont know... my dad hated every one of my boyfriends.... then again i ended up in a really bad relationship when i got married so maybe he was onto something...
Have to say, the ending quote of the episode was absolutely *chefs kiss*!
Still waiting for a Casual Criminalist episode around the Norwegian Black Metal band Mayhem, the beginning was filled to the brim with Death, Arson and Murder.
Every single person in this story is doing their best to investigate Rachel’s disappearance, except the police. I feel like banging my head against a wall.
17:00 In the US at least, especially these days, the average trade career path is probably going to make you more money than the average post-university career path.
Yep! Especially since there is a shortage of tradesmen. You wait a long time to get one to your house and they're more expensive than ever. My tradesman dad paid cash for 3 kids' college degrees.
I have to say I appreciate the "truly outrageous" comment to relate back to Jem lol now it's once again stuck in my head
There’s a movie called _Single White Female_ from the 90s with Bridget Fonda that’s exactly about today’s topic - or at least like today’s intro as that’s where I’m at for now. Not a bad movie. Not wow either but worth a watch.
Your humour is funny because its clearly your way of dealing with how uncomfortable you are with the vilest people who exists or existed
Love a good old Kevin script, great as always!
Hey now, I'm not that old!
@ThatWriterKevin good young Kevin* 🤣 thanks for the stories as always!!!
Honestly I had only heard bits and pieces of this case and what floored me was who her boyfriend was, I loved his music when I was younger and his song 2beautiful is amazing and honestly makes my heart ache so badly knowing what he went through, I hope he, her friends and family are living a wonderful life.
Honestly give his music a listen to.
Thank you Kevin for writing this episode, I love the Australian episodes as I am one so most of the places are familiar.
I’d love to see yall cover Gordon Cummins or the blackout ripper of world war 2
