That is a fission reaction. Hydrogen bombs work on a fusion reaction which is another thing entirely and is far more powerful. However, If it was as you said "a tennis ball-sized hydrogen bomb," you would be absolutely right that we should be terrified.

I feel like originally this was supposed to be like a massive bomb that could blow up the whole palace in this scene but now that games and books have clarified that a thermal detonator is just the starwars version of a hand grenade this whole scene seems pretty stupidly overly dramatic... The Big Bad Wolf Actually it is a small nuclear device so it probably won’t melt everyone in the room it’s not as effective when it’s out in open air but then again no explosive is as effective out in open air
It's actually much worse than that. It makes a Self-Contained Nuclear-Fusion reaction that expands a field that vaporizes everything inside of it. While most only have a Shielded Range of 5-6 meters. Customized ones could be up to 100 meters, which is _very much_ capable of vaporizing literally everything in that palace.
