when I try to connect my phone with the Apple TV it asks me to put the code on my phone into Apple TV settings... but I can't do that if I can't connect my phone (or remote) as remote..

Then paired device via Bluetooth.

Context is my Apple TV 4th gen remote stopped working after I updated my Apple TV, I have tried all the troubleshooting guides, but none seem to work, digging deep I discovered that my vol keys only work properly if pressed Siri button after them, hence I can’t even long press the vol button to manually re-pair my device to the TV.Please help me to get it back to work.
