When it comes to Europe, Lithuania is one of the safer countries generally speaking. When visiting, people should exercise common sense and all should be fine. 👍 It wasn't always the case though. The post-independence period in the 90's in Lithuania was pretty abysmal. Crime was one of the most successful industries in the country. It was bad. But times have changed quite a lot since then and it's not looking bad now days!
I'm Lithuanian myself from Vilnius, i think the worst places are the "Station" area, Naujininkai, "Šanhajus" - (place neer Kalvarijų turgus) and Naujoji Vilnia, other ones regardless of "reported" crime are relatively safe places even for night time walks for young women, cuz young Lithuanian men are very much vigilant and will not allow hooligans to distress girls if they are around. All in all, if there are at least some people around, you are most likely good, avoid being in places you are completely isolated, cuz Lithuanians regardless of your ethnicity are very vigilant and especially so towards foreigners, we don't like people getting harmed on our soil, we see it as and insult to our selves.
I'm from Naujoji Vilnia, and though it was dangerous in it's time (maybe 1990s to 2010 maybe) Now it's really safe, Me or women in my family have no problem walking around at night and feel safe. If you explore this map you can see that crime in Naujoji Vilnia is proportionally really low.
I was on Vilnius City centre for over a week and I felt perfectly safe, I was carrying a few euros and 2 phones around and never showed more than one phone at a time, but city's will be city's and the UK has worse cities so I much prefer Lithuania.
I'd like to add a few clarifications if it's ok. This map includes all offences, not just criminal offences. Non-criminal offences being what is called 'administrative offences' which includes things like illegal parking, other car/traffic related offences and some other stuff which is considered less serious than criminal offences. For example illegal parking is not a criminal but rather 'administrative' offence and is also shown in this map. I regularly report illegally parked cars in my area and elsewhere in the city and submit 200 or so such reports to police or municipality per year which end up in this map. Just though it would be good to clarify this. Then there are other offences which do not bear criminal responsibility and technically are not counted as crimes but still appear on this map. And finally drug possession. Unfortunately in Lithuania drug possession of any type, any amount and for any purpose bears criminal responsibility and results in a criminal record. All such drug offences are shown as 'crimes' in this map while in reality they're obviously not crimes and would never be reported as such in most civilized European countries.
I'd say the crimes rates in Lithuania depend on the time of the day. For example, there's much more chances to being assaulted during the night than there is during the day.

My answer, as a local: The most dangerous area would be either ethnic minority or LGBTQ+ person in any bar at the evening regardless of city. Almost guaranteed assault if fitting both categories. See, alcohol and post-soviet mentality does not mix well in one's body.
Smaller towns are more dangerous for minorities, at least in my personal experience - I, as someone who grew up in a relatively small town, know of multiple people who would actively want me killed if they knew of my sexuality (and have had people tell me I should be burned at the stake straight to my face, with no one in my surroundings being appalled or disgusted at the statement) but I am yet to meet anyone like this in Vilnius nor do any of the people I know from Kaunas, Klaipėda or Vilnius have heard of or experienced any violent bigotry themselves despite some of them being visibly trans, regular bar visitors, etc. Various surveys, especially the LRT one regarding same sex partnership shows a similar pattern, with people in small towns being much more negative towards people in same sex relationships. The fact that streets tend to be mostly empty at night also contribute to a lack of safety as in case of a hate crime there's probably no one to witness it or try to stop it
Just a little side note - the statistics report only the cases the police actually noted, not ones that happened and went unreported or those that got reported but the police refused to file a report for, which is why the rape count is so incredibly low compared to reality. Most police officers, especially those working with youth, are also really open to sexualizing women and girls when off duty and plenty of them are also domestic abusers, comparable to US cops so that, paired with the general social acceptance of rape in the culture, is why the rape statistics are so wildly underrepresented in the statistical data
