I have got a question here, it not clear for me : IS-IS is the routing protocol running on the control plane or BGP EVPN ? I heard that IS-IS is running on the control plane for a L2 forwarding as the is no Spanning tree protocol in the clos architecture ? Could any one explain that please ?

IS-IS is running for underlay, vxlan for overlay
