I used to average 1200 miles/week. You’re absolutely right that a lot of people shouldn’t be driving. It was very common to see people driving at night without their lights on.
I used to love to drive. Since I was 16 and bought a Volkswagen GTI in 1985.... Diving sucks now, like airplane travel. Every day (San Diego) I see people simply not following the basic rules. People run red lights ALL the time. If I'm the first car at a stop light, I will wait a few seconds to let the red-light runners go through the intersection.

I'm a professional driver with EVOC training. I drive Code 3 for a living. I see a lot of individuals who can't drive at night or evening, or in the rain. Poor reaction time. They don't scan and have no 360 spatial orientation. Drivers who drive in the wrong lanes on the freeway. Who think they are fast and drive in the number 1 lane; or slow driving trying to merge in the number 2 and 1 lane and cut people off. Drivers who slam on their brakes when the siren goes off. The Majority don't know how to drive. I'm not talking about in a straight line but real driving. See it all the time.
this is awful - I encountered a blacked out vehicle about 10yrs ago on the 15 under a bridge, early AM with rain - had tailgater but I kept at 50MPH due to conditions, which gave me time to eventually see it, swerve and get around it safely * btw the tailgator stopped tailgating as he or she knows, I probably saved their a$$
No situational awareness whatever. When a vehicle stalls, it doesn’t just stop. Crank that wheel & get onto the shoulder & keep your seat belt on. Also, the white car…… look ahead & keep your eyes moving. At 5:22am, on a weekend, there is enough time to react, if you’re paying attention to what’s in front of you.

Bald tires with threads showing? Got to charge your battery every night? Engine making all sorts of bad noises? Stay off the highway. If you're driving down the highway at night, and you're like, "hey, the road looks really dark, are my headlights on?", it's time to get off the highway; your headlights are dangerously dim, you might be running on battery, and it might be just about out of juice. Check your lights regularly. I've seen way too many vehicles driving down the highway at night with headlights on but no tail lights. Remember, the "I didn't know" excuse won't save you from injury or death! Many old people have difficulty seeing things in low-light conditions. Add deteriorating reaction time, and no amount of awareness will be sufficient unless driving waaaaaaay slower than everybody else. These people should not be driving on the highway at night or in low light. YOU KNOW WHO YOU ARE; STOP, BEFORE YOU KILL SOMEBODY.

He may have had enough battery power to get the car started or jump started the car then drove onto the freeway but then battery completely ran out due to lights consuming the electricity in the battery. The alternator may have gone bad. All very possible. If battery has no juice, the spark plugs won't get no juice, in a gasoline engine. If you ever have starting issues it is a very good idea to get the battery and battery connections checked as soon as possible.

A 12volt vehicle with a combustion engine needs 12 volts to run. With voltage comes amps. A 12 volt vehicle needs 12 volts and plenty of amps or current. With a dead alternator, amps do not get restored back into the battery. The sparkplugs, will use electricity. The lights, radio and turn signals etc will also use electricity/amps if used. If the 12 volt battery runs low on amps, there will not be enough for the spark plugs. "Jump starting" a low or dead battery by connecting a good battery to the low or dead battery with jumper cables will replenish some of the depleted energy or amps back into the low or dead battery. With depleted amps comes depleted voltage. A good 12volt battery will have almost 13 maybe 14 volts. You can use the jumper cables to get the car started but if the cables are quickly removed there might be enough energy ort amps put back into the battery for the car to run. As you said before, one in a million scenarios. Your vehicle will run depending on the many things you do or don't do.
People don't stop voluntarily in the middle of the freeway. A while back I was riding passenger merging onto 5 south from Main, driver took curve too fast and spun out with car facing opposite direction. Car stalled and wouldn't start. Thankfully it was dusk and traffic slowed until car started. I avoid speeding up until vehicle is straight!
I would say this guy had a heart attack or some medical emergency causing him to stall car, so sad, poor women she would not have know what she hit before it was upon her, horrible situation
My thoughts are, if your vehicle loses power, pull over onto the shoulder right or left. If there is no shoulder and you can't make it to the other side, leave enough room for someone to swerve and always use your Emergency Hazard 4-way flashers, especially at night to warn other drivers behind you. I had a blow out on the freeway and had to limp off of the freeway with a flat tire because it was impossible to safely change the tire because so many other drivers refused to slow down! Slowing down for drivers in distress or roadside workers won't make you any later than you already are, but it could save lives! Also, if you are "blacked out" call 9-1-1 to let the CHP know the situation and possibly call for a tow.
No sane driver tailgates, no use of direction signals, makes illegal lane changes within a car length and a driver with a red light does not enter a roadway at the exact time a car passes by in the other lane and on a green light. All drivers doing these four things have earned their traffic tickets.
Guy didn't want lights on his SUV & tinted dark the ones he did have (which is illegal, BTW...). Guess now he knows WHY vehicles have lights...so they can be seen at night when he breaks down on the freeway in a travel lane. Guess flashing "hazard lights" were an option he didn't want to pay for, too. Sucks to be him...now.

If your car is stalled in traffic and it's safe to get out then you should get as far away from it as possible.
