You get a discounted district (40% discount on production cost) when you’ve finished building as many (or more) districts as district types unlocked, and when the district you’re considering building has been built less than average. So if I’ve unlocked only campuses, commercial hubs, and government plaza and I’ve finished building 3 commercial hubs, then I can get a 40% discount on the production cost of a gov plaza. To actually get the 40% discount, you usually have to complete an additional tech/civic after “qualifying” for the discount and before placing the district in question.
