There's actually a sequel to this language, called Mascarpone, where interpreters and operations are stack values that can be manipulated (you can switch between multiple interpreters, install operations on them, etc.). It's much easier and more literal to print text and operations don't have to be "emmentalized", so it has a completely different aesthetic, though in exchange math operations are removed, so you have to build them from the ground up. Mascarpone is my favorite esolang.
3:10 just define an instruction that puts a semicolon on the stack, and then scans through the code forwards until it finds a semicolon and puts each symbol on the stack as its ascii value (except that semicolon) Then you can put a comment describing the fact that is what it does (and what symbol you defined as it) and copy paste it at the start of each program. Doing this allows you to put the program in code space for future defines.
Unfortunately it's not possible to do this in Emmental since none of the base instructions can read/skip the program directly. You could define all instructions to do nothing except for the semicolon, but then you've lost your instructions (the supplant instruction uses the definitions at the time of running supplant, so if you've redefined "+" for example, you won't be able to add anymore. Mascarpone, the sequel, can do exactly this though, by creating a "uniform" interpreter full of no-ops and redefining one instruction to restore the old interpreter from the stack.
I really love funny interpretations of Turing machines, these one, together with Befunge-98 (which I knew by watching your vids) is my favorite one Is there a version for VSCode or some interpreter? Is there one on Python3 yet? I really liked the video, one of the best Obfuscate aparitions of all time imho.

I was just using lowercase letters for comments and uppercase letters for actual instructions
