Are they actual police?
The guys in black with guns are Police, the guys on horseback are Army (they are combat trained and have served in places like Afghanistan, etc, these ceremonial duties are a small part of what they do).
Real police and real serving soldiers. Because the cavalry no longer take their horses into battle, you will find them driving tanks when they are deployed to Afghanistan, Iraq etc. This ceremonial duty is something they do when on 'home duty' it's considered a great honour and the soldiers compete fiercely to be chosen for guard duty at Horseguards. They are inspected every morning and only the best turned out are chosen for that day.
