No it wasn't. C-RAM systems like Iron Dome are based on counter-battery radars so it can in principle track where a projectile came from (if you can ccalculate the trajectory of a ballistic target you alo have its launch point), but the missiles it uses have no guidance mode that could hit a surface target. Also, may I remind you that Israel also houses important military installations in major cities like Tel Aviv?

Israeli fire to neutralize target sites and critical personal are criticized because of civilian casualties for this exact reason when their human shields are killed.
