it's an easy way to burn a second or two to limit a senators questioning, same as all of the roundabout non-answers every single one of these appointees and witnesses and such like to give. as you can see you can do it several times during the course of "answering" one question and with really no official mechanism to counteract this other than senators asking for time that may or may not be given, it's a viable strategy. when you only have 5 minutes and you end up saying it 15 or 20 times, thats enough stolen time to force them to omit at least one question.

Also, I make this argument because it cuts both ways, regardless of who the nomination came from: federal judges receive formal and ongoing training while on the bench. Sort of a "judge school". It doesn't bother me that a person has hyperspecialized before being nominated because they all go to judge school. For example, one of Trump's nominees had loads of administrative law experience, but little trial experience. Many people were upset by that nomination. If a nominee says 'it's been a while since I've dealt with that doctrine. If confirmed, I will attend the training like all previous judges before me, and I will be on equal footing with everyone else on the bench," I think the response would be better received.
