China however comes to the region as a superpower strengthening its influence without overtaking leaders or leaving a bitter taste to the native populations who many are anti-west. They may exhibit what you may consider predatory lending practices, but at the end of the day they bring the expertise, management that countries in the region lack.

The US sounds like a real bully. Build and operate infrastructure projects are a proven method of building successful infrastructure. The builders have a stake in the projects success. Surely Peru is free to pursue trade with China and if China is competing with the US for Peruvian and South American exports, South American exporters will benefit. South Americans will also have cheaper access to Chinese products. Trade regulatory bodies still will be the guardrails against unfair practices. The US can always build their own ports- they certainly had many decades to do so.

China can finance, build and operate a port or any other structure in any other country. However, if the situation isn’t beneficial for the host country then it's easy to nationalize the structure and it can hardly be transported back to China. It's an incredibly risky investment for China but if it's beneficial for both countries then its a huge win win situation.

Your information is wrong. What Peru has done is give Cosco (China) the same conditions and exclusivity that Dubai Ports (UAE) or ATM Terminals (Holland) have in Callao because, obviously, those who invest in the ports are the ones who manage it. What happened is that unlike Callao where the operator invests in state infrastructure, Chancay was built from scratch and is not technically what we call a concession. There was then a legal loophole that was resolved by giving investments in new ports the same conditions as concessions. Btw, the possibility that the port of Chancay only receives or gives some type of preference to Chinese ships is totally prohibited by the Peruvian Constitution. ATM Terminals cannot give preferences to MAERSK vessels either.This type of treatment is considered discriminatory and harmful to free competition.

Cosco is not even tax exempt and will pay the same income tax rate as DPWorld and ATM Terminals. Again, the Peruvian constitution prohibits any kind of discrimination and embrace free competition. The most interesting issue is that China built this mega huge port in few months that even the actual peruvian government couldnt finish the infraestructure surrounded like highways, bridges, water supplies, Chancay city main services, etc so this is a strong sign that China is not playing at all.
My one point of concern is, a port needs to be well connected to other areas so that goods can flow in and out of Chancay easily, from Peru and other countries in Latin America. Peru and China have to work together to achieve it.
The Peruvian government cannot remove exclusive use because this port is not a concession, that is to say, the entire project is private, not state-owned, therefore there cannot be any interference from the state. This has already been discussed and legislated.

El Callao is able to move near 4 million containers in it's 2 big piers zones one operated by DP World and the other by APM by Maersk. Peru wants to develop industrial clusters for producing and trading to all the World such as some countries in Asia do. I imagine this was carefully engineered to make it as difficult as possible for the U.S.A. to pressure the Peruvian Government or any opposition party into kicking China out. Gas, anything with electronics, imported products unless they are from China. People here like China, because we have the largest Chinese descendants population, and everything is cheaper. Some toys, all video games, or music, I owned as a teenager were from China.

The U.S does not build infrastructure abroad not ever since the marshal plan, the reconstruction of Japan and then later South Korea. The U.S sells weapons to its “allies” and maintains influence through its embassies, CIA field operatives, military bases,etc in Latin America.
The problem for the last 5-6 decades has been taking down leftist and communist sentiment in the region, the U.S’s priority was to keep democracies running and well not all countries have been success stories. With communism-socialist sentiment not going anywhere, Washington has learned to juggle with the uncertainty of victory from the right wing parties in Latin America, and closely watching when the paradigm turns to the left. China however comes to the region as a superpower strengthening its influence without overtaking leaders or leaving a bitter taste to the native populations who many are anti-west. They may exhibit what you may consider predatory lending practices, but at the end of the day they bring the expertise, management that countries in the region lack.

The US sounds like a real bully. Build and operate infrastructure projects are a proven method of building successful infrastructure. The builders have a stake in the projects success. Surely Peru is free to pursue trade with China and if China is competing with the US for Peruvian and South American exports, South American exporters will benefit. South Americans will also have cheaper access to Chinese products. Trade regulatory bodies still will be the guardrails against unfair practices. The US can always build their own ports- they certainly had many decades to do so.

Before China built the Chancay port in Peru, why didn't the United States build a port in Peru? In South America, the United States considers its area of influence, in the western Pacific especially Asia and the southeast it considers its area of influence, in the Middle East the United States considers its area of influence. What continent is the United States actually located on, is it North America or an Asian country? All regions in the world are considered areas of influence, other countries are considered just insignificant passengers.

China can finance, build and operate a port or any other structure in any other country. However, if the situation isn’t beneficial for the host country then it's easy to nationalize the structure and it can hardly be transported back to China. Your information is wrong. What Peru has done is give Cosco (China) the same conditions and exclusivity that Dubai Ports (UAE) or ATM Terminals (Holland) have in Callao because, obviously, those who invest in the ports are the ones who manage it. What happened is that unlike Callao where the operator invests in state infrastructure, Chancay was built from scratch and is not technically what we call a concession. There was then a legal loophole that was resolved by giving investments in new ports the same conditions as concessions.
Btw, the possibility that the port of Chancay only receives or gives some type of preference to Chinese ships is totally prohibited by the Peruvian Constitution. ATM Terminals cannot give preferences to MAERSK vessels either.This type of treatment is considered discriminatory and harmful to free competition.

Cosco is not even tax exempt and will pay the same income tax rate as DPWorld and ATM Terminals. Again, the Peruvian constitution prohibits any kind of discrimination and embrace free competition. They still have an opportunity in Corio, Peru, as there are deeper waters there than in Chancay, offering greater potential. The most interesting issue is that China built this mega huge port in few months that even the actual peruvian government couldnt finish the infraestructure surrounded like highways, bridges, water supplies, Chancay city main services, etc so this is a strong sign that China is not playing at all.
My one point of concern is, a port needs to be well connected to other areas so that goods can flow in and out of Chancay easily, from Peru and other countries in Latin America. Peru and China have to work together to achieve it.

The Peruvian government cannot remove exclusive use because this port is not a concession, that is to say, the entire project is private, not state-owned, therefore there cannot be any interference from the state. This has already been discussed and legislated.

This is the most NONSENSE explanation of the use of Chancay port I've heard. First of all this guy ignores that Peru has another megaport in use right now. El Callao is able to move near 4 million containers in it's 2 big piers zones one operated by DP World and the other by APM by Maersk. It's able to receive the biggest ships operating in the world right now.
Chancay port is not a naval base or any stupid ideological invasion by China but a trading joint venture. Peru wants to develop industrial clusters for producing and trading to all the World such as some countries in Asia do. With the opening of the Bicentennial pier at El Callao the peruvian exports have climb 14% on what's going on this year. THAT'S WHAT WE NEED NOT ANY STUPID IDEOLOGICAL BATTLEFIELD IN OUR COUNTRY!
Most countries in South American have a long-standing friendship with China created out of mutual trust through relationship formed in past business. I believe that most countries in South America welcome and look forward to this new port.

So Costco/China puts up the money to build the port...of course it should have exclusive operating rights for a set period of time. This video makes it sound like China's so sneaky, but its just common sense business practice to ensure your investment is worth while. Every investment requires a reasonable rate of return.

4:04 There was no 'critical detail' overlooked by the Peruvian Giovernment. I imagine this was carefully engineered to make it as difficult as possible for the U.S.A. to pressure the Peruvian Government or any opposition party into kicking China out. Now, when the U.S.A. comes complaining about China's port in Peru the Pervuvian Gov. can say "Sorry... there is nothing we can do because we're locked into the contract." These contract provisions are agreed to by the parties specifically to prevent the U.S.A from meddling in the contract and operations. Unless China breaces the contract provisions, Peru can't kick them out, the contract continues for the good of South Americans and China and the USA faces a much harder battle to do anything about it.

Ultimately, Peru and South America will benefit from Chancay. Port of Calleo is maxed out, and not deep water; and there is a small port at Paracas, too far away from Lima to be expanded to the size of Chancay!
South Korea and Japanese vessels will be using this new port too; lots of Korean appliances is Peru stores. With Southern Peru’s water issues, more agriculture comes from the north now, so port location above Lima helps.
China has always been buying ore from Peru and when copper prices were shy high, Peru’s economy was thriving; Peru was contemplating building an ore port south of Nazca on the Pacific, with a kilometers long conveyor to facilitate ore movement.
China was investing I. A Peru-to-Brazil train rail line; don’t know how that’s going. But infrastructure investments almost always pay off in the long run.
Comment on the USA bashing; there’s still plenty of cooperation with USA, ironically, chasing out illegal Chinese fishing fleets; and more Peruvians live in the USA than China. Peru’s Airforce flies Russian jets, so will be interesting to see where they source the next generation of military planes.
The United States is greatly concerned that ships arriving from Europe to the Pacific Ocean, or leaving directly from the coasts of America; do not have, anymore, before leaving for Asia, go to California, where they transfer the containers to larger ships, suitable for carrying large numbers of containers. At present, these enormous ships can only be received in California, due to the depth of the port. But, with the inauguration of the great port of Chancay, in Peru, which can accommodate enormous ships, it will no longer be necessary for ships to sail to California before leaving for the coasts of Asia. Ships will leave directly from Peru, which represents not only a great saving in time, but also in the cost of tolls in California.
One belt one road projects in the South America will benefit communication and export for most of the nearby emerging countries. For this reason, Chinese 🇨🇳 infrastructures are mostly welcome by the people in the region.
The port makes a good strategic trading port between Asia and South America.
