They lie because they don't want to spend or have the money to fix it correctly. They want you to do the job as cheaply as possible. The problem is if you sent it out of your shop not properly repared, you are liable. DON'T DO IT!
I’ve seen a rotor like this before. I can’t drive my truck more than a day or two once I can hear the squealer before I loose my mind and start ordering parts.

After the quote to replace all necessary items, plus extra time for every single junction of hoses and or lines, then and only then after signing agreement, will I move forward with the job. If said customer refuses, I will call highway patrol, show him, and this vehicle is tagged as unsafe and must be towed from my shop.

If after I make the law keepers aware, they will have no issue "Red Tagging" this vehicle and calling the next tow truck in rotation and have it moved to their own impound lot.

When I worked in a mower shop people bring their equipment in telling me it shouldn't need much because it was running a few days. You could clearly look at the machine and tell it hadn't even ran in 2or 3 years
Well its all about the money. Folk will make babies. But when it comes to paying for cars they dont want to be tricked , misled , clowned or made a fool of and their money taken. The ladies here are laughing their heads off. Just like when they told him their protection failed them and now shes pregnant and gonna keep it.
The minute he brings it to your shop. Your insurance is at risk if you let them drive off that way. If they try to take it out you are required to call the police before they get it back on the ground to leave without being towed out.

Give it back to him, the guys a red flag and nothing good will come of it. I've learned to tell difficult people no out of experience. There's good customers, which you take care of and people you avoid. It doesn't matter, they'll talk bad about you either way, just avoid the drama, loss of money, time, and finite patience you have. You could be working on a car you're actually making money on, without the b.s.
From what I have learned, it has to do with them not wanting to seem incompetent or dumb. They attempt to make up a lie to imply they have fixed the issue and that something else must have caused it. Or they do it because they wanna dissuade you from selling "unnecessary work." This is usually brought on by the predatory nature of a lot of autoshops who sell stuff based solely on mileage or fabricated maintenance issues like needing to replace the inner tie rod with the outer. But this is just from a couple of years personal experience and inference of people based on how they act.
Apart from everything else already suggested in the comments, there's also the possibility that another mechanic scammed them and the customer genuinely thought they had new calipers, because they've paid for it. To be fair though, they'd probably have told you that when you told the calipers are completely done for.
