If you mean your license is only for cars, you would only be able to ride a 50cc moped in Japan. I haven't seen any places that rent them in Japan. Of course, you can't go very far on a moped so there probably isn't much point to renting one. Hope that helps.

Difficult question. The rules are complicated. Basically "no" but everyone does it. I do it a lot in traffic jams.
