The local Goodwill has a lot of 8th generation non-gaming laptops that had been used by schools. They were asking around $200 for them last I was there.
The 5700u I had with Vega 8 graphics. The bad part is that mine had 8 GB of ram you couldn't upgrade the ram it was soldered to the board. If I could've upgraded; it would have been a halfway decent Esports gamer. Brand new that laptop you have there was $299.
On my Dell gaming laptop there is a setting in the BIOS to turn the nVidia video circuit on, or make it primary, or whatever. I wonder if this HP laptop has something similar in its BIOS for the Radeon Vega chip. Perhaps GPU-Z would provide some info.

That Ryzen 3 2200u is only 2 cores in 2018? I'm guessing it was meant to be used in low-power computers.
Probably 45 watts that is what the one I refurbed was.
