This seems super broken! Most decks especially paired with Greninja and Dragonite decks! The only problem would probably be facing a Pikachu EX deck since it does more damage the more bench pokemon they have.
To be fair, the Poké Flute may sound good, but if the opponent has other Pokémon on the bench, when you use Sabrina they can just put in one of the other Pokémon, and not the one from the trash. however, a good use for this card is, as you stated, once you take out an EX evolution (No Pikachu or Mewtwo, they won't work), then you can us this item to bring back the basic stage, but not its EX evolution, meaning that you do have some free points sitting there.
Poké flute, new vaporeon and Sedra might work maybe tentacruel staru or articuno up front need something that can do dmg take dmg and not die needs work could be fun
The only counter to the flute I can think of would be to make sure that you have your bench always filled with Pokemon 😂

I don’t think that card is broken. That exact card existed in the original TCG and worked exactly the same way, and almost no one ever even used it.
