You mean the second best racing game! This is Toca race driver 3. I have DTM race driver 3. It's actually the same, but in DTM race driver 3 you have as bonus the Deutsche Tourenwagen-Masters (German Touring car Masters). Check it out. :)
Sadly, its far more likely the ToCA RD series was simply too expensive to keep making. The RD relied so heavily on licenses. Especially V8 Supercars and DTM. With 3rd game throwing in Indycar and British GT for more licensing and I assume the price to get it all together didn't make a profit.

I would just install crack, even to be safe. The game isn't even sold anymore. Thankfully my hard drive didn't disappear yet.
