I honestly think disruption web and dragoons will be absolutely crushing against terran armies. It's almost like the opposite orange cloud and we know how much terrans suffer from that.
The scouts were pretty neat. Game-theoretically, they pose just a very easily deflectable threat, were you have to take minimal precautions to make them terrible, like keeping your marines back or bringing two more SCVs and make the turrets earlier. But because no-one ever makes them, people just skip those tiny precautions, and that made them good in that precise situation. What I love about this is that, given that flipping any one game would have flipped the result, the Scouts were literally decisive for Mini's ASL victory.
They nudged the balance ever so slightly in another direction. Normally you want those marines to protect the tanks, so if you're holding them in back in case of scouts does that mean the Protoss going to pick a few tanks in the run back?

At the highest levels, it's still pretty well balanced for how long this game has been going.
