You're not wrong looking at it from the outside, Baltimore has a lot of problems. I believe Investors can make money in any market as long as they have the right team and are hyper focused. Some markets do have more challenges then others inlcuding Baltimore but we have done pretty well building wealth through investment properties there and have seen both cash flow and appreciation which is hard to find in a lot of markets and provides some downside risk

I would look at what people are actually paying for rent. Real estate investors have been killed just minding their business on their properties in Baltimore. Lots of homes are vacant. Lots of drugs, violence, rats, roaches, homelessness. You have to look past the numbers. That zestimate for rent is way off.

Baltimore is a tricky market and if you're not careful as an investor it can be a big head ache and your returns can disappear or go negative. I actually recommend ppl to invest in Baltimore if they're are seasoned and or work with local A players that can help you navigate the market. I think many investors can have an easier time investing in areas like Prince Georges County and or B class areas in Baltimore County. IMO.

Renting directly in the city is a bad idea the outskirts are better. Less crime better neighborhoods
You're not wrong. The city has it's challenges, I do find cash flow is higher in the city with some upside if the city turns around
