The reason the last 2 charge lights went out so quickly is that the last 20% of your phone battery takes more charge as the phone battery gets closer to a full charge. Very good review!

The flashing light phenomenon is due to how the LEDs put out light. This is a main difference between LED lights intended for film and photography (or sunlight) versus utility lights. Great video
It's called pwm, or pulse width modulation. Its often used on cheaper lights as a way to decrease brightness by strobing (hence why its noticeable on the lower modes), which your camera's refresh rate is picking up. Some people are more sensitive to it than others
