It all depends on how reliable the brand is and what it's rated to work at, 80+ efficiency matters more than most people think. Wattage doesn't mean everything. Personally wouldn't try my luck booting that system if that 550W unit is below 80+ Gold.
2 fans are better: bit higher temp, more silent, but more performance because 1 additional fan eats bits of power from gpu. Also trio fans needs 1 rotating different side, so there would be less vibration. Or you could just lower rpm of triple fan, and get similar performance to dual fan. 3070 Is bit more powerfull, and eats a bit less power than 3060 ti. 3060 ti should be 100 dollar cheaper, but on market it's like 50 dollar difference, so basically it's worth to stretch a bit budget to get 3070. I would maybe even want 3070 ti, because it uses 3080 cut off chips, but release date will be only summer, due to shortages, and maybe it even get 12-16 gb vram upgrade... In the mean time rtx 4000 series might be introduced... Decisions, decisions.... Amd is in shadows, without dls, better rtx and better drivers, they will stay there for 2-3 years...
I agree on everything you have to say. If you got the cash, then a 3070 is a no brainer, but I would hold out until we have the ti version with more vram. Hence why I didn't bother upgrading yet.
