How are you getting town centre from the get go? Also my train chariots are not getting unlocked. Any idea why?

You get a Town Center from the get go in this mission. I rechecked after reading your comment, I'm still getting it.
For the chariots, make sure to research "Wheel" from your market. Chariots will be available after it is researched.
