I think this has to do with his plan to test neuros empathy, there is a famous test where people were ordered to shock somebody with increasingly higher voltage and the shocked person would be acting as if screaming in pain. they would test when a person would go against the orders to save the shocked person.

And it can be made worse with other factors, if the environment around them has an unseen hazard that they fall into. At the very least, it is putting yourself in all sorts of legal liability hooking up a non-sapient AI to inflict pain of any kind. Neuro is unpredictable. She doesn't have an actual grasp on health and safety, she isn't really a person and if someone ended up getting severely hurt for whatever reason by her, that could and probably would be the end of the Neuro-sama experiment. This is just a bad idea waiting to happen. Content creators will keep doing this because they want a gimmick to get people watching, but someone's gonna get hurt eventually.
