Virtually every legal system in the world treats juveniles much less harshly than adults. You are not an adult at 16. But Hans seems to be subject to different rules in the chess world. Many apparently want to see him excluded forever. That's ridiculous. If it hadn't been Magnus who accused Hans of cheating over the board without any evidence, he would have been declared insane and excluded. But Magnus is too important and that's why he's allowed to carry on. That's also ridiculous. It looks like a mafia to me.
