It actually just seems like Maher is listening rather than making the show entirely about him. Since he has guests and is interested in what they have to say, check out his interview with Richard Dawkins. It's the same thing, he listens more than he speaks out of being humble to what he considers a sensible person.

Some Americans are more accommodating - and Brits themselves are, I think, the LEAST likely to take offence. Of course, these are just generalisations. There will always be some who are the very OPPOSITE to what I've described above. Like a British Nationalist - or an Australian Liberal!

But I'm going with he was surprised Graham Norton and Jonathan Ross were trying hard to do their comedy routine when in America this program is a political talk show. As for american comedians, there are dozens of them more interesting and funny than those you mentioned. I'm not american, though.
Woss is always good, he's a funny guy who's still got that connection with the people, Norton however is getting boring, his camp style was funny for a while years ago, its just bone now....
I think this program was much more superficial than the american ones. Bill's reluctance has to do with the lack of interest of the talking and of the guests not with his wit.
