I came THIS close to buying a used car from Mike's Auto Sales, Rantoul, Illinois. About 40 years ago. I brought in cash, and he said that a farmer needed to bring in the title. I told him when he had possession of the title to call me. He never did. I called the local Sheriff, and they investigated. Good ol' Mike didn't have ANY of the titles. He went to jail.

in the grand scheme of things its not that big a deal... the citation is usually enough to light a fire under law abiding citizens. IF its not, then having already cited them will be good to reference the next time they get pulled over. 👍
He told her she cannot. This is where you make a decision. Do I just drive off and hope I dont get stopped or call someone to come drive it for me. There are a lot of things you are able to do but you need to take ownership for the consequences. If she drives away, and gets stopped, the next officer will not just be citing her.
I don’t live in Arizona but was hit by a woman who handed me her ID card when we exchanged information and I immediately called police. Before I called, she admitted that she hit me because she was going straight in a left turn only lane and I was next to her in also in a left turn lane. She hit my left rear quarter panel with her right bumper but when the cop arrived claiming that I had hit her. When he pointed the obvious impossibility tried to say that she didn’t know she had to turn left and pointed the 3 signs, the asphalt painted sign as well as the large bumps on the opposite side of the intersection in her lane. She had to get someone to pick her up as she wasn’t allowed to drive but surprisingly she had insurance and the car had current registration. I have been hit by people who had no insurance as well as several hit and runs. So many people completely ignore stop or yield signs as well as their inability to maintain their lane. I never minded driving, but it is ridiculous how many people have no driving skills as well as the ability to follow the rules of the state regarding their obligations on their vehicle.

But practically all 50 because NH requires you to prove you have the finances to cover a major accident (looks like about $75k in the bank). And honestly, the minimum coverages are far too low for today's vehicles and health costs. The vast majority of people cannot afford to pay out of pocket for the damage they cause. You can easily opt out by simply not driving.

Another Canadian here, and big fan of Deputy Sloup! In Alberta there's a huge deterrence to driving without insurance since the minimum fine is $2875. The minimum fine for no Registration/Title is only $230.

Here in the UK you can't buy a car without getting insurance. That's obviously from a dealer, I suppose buying privately it would be possible, but if I were selling a car to someone I'd demand to see proof they had insurance for it before I handed over the keys.

Iirc in an earlier video Frank explained they used to do that in AZ, but due to public pressure on the issue the politicians changed the law and the police can't tow for that anymore. Which is nuts. If they crash & hurt someone on the way home, who's culpable ?

When I was in law enforcement, my biggest pet peeve was pulling someone over for a traffic violation, finding out they never had a DL but was always told “I have an appointment this week to get it”.
My biggest pet peeve is you used to be able to walk into the DMV and get your license. Now you have to have an appointment and it like a 3 month wait to get one. If you don't have absolutely everything in proper order then you get turned away and it's another 3 month wait for an appointment. What used to take an afternoon can now take 6 months. That's government efficiency.

Here in NSW, Australia, all our Highway Patrol cars now have number plate recognition cameras which will immediately through up any problems. Often in heavy traffic, the HP are sitting on the side of the road looking for dodgy number plates. In NSW, unlike other states, you cannot register a vehicle unless it has third party insurance. We must purchase Greenslips (TPI) before the RMS system will let you pay your rego. So, no TPI, no rego. Makes it very easy for our cops. Very easy system, ensures all cars are insured. Third Party Property and comprehensive are optional. So don't hit a Roller or Lambo if you don't have TPP.
Similar in the UK. It's ALL on databases that the police have access to, and most stuff is done on-line now. You cannot Tax a car without the system seeing a valid insurance on that vehicle - and where over 3 years old has a current MOT (annual inspection). Roads Policing Unit vehicles have ANPR on board, despite this there are still many illegal vehicles running around, but when caught they are siezed and if not claimed out of impound in 14 days it is disposed of (usually crushed). Additionally if it was siezed on the issue of a PG9 notice for being unroadworthy it has to be towed from the impound and cannot be driven again (except to and from a testing centre) until it has passed a fresh annual inspection.
In most states in the US you can't register a car unless you have proof of insurance either. (I don't know any that do allow it.) What some people will do is get insurnace so they can renew the registration and then not they'll not make the monthly payments and the insurance expires.
I would of rather seen the 1st car drive off at least he had insurance. Him letting the second car drive off with no insurance is why everyone elses insurance is so high.

Oh, how I wish Las Vegas Metro Police would stop vehicles without a plate. Of course, if they did, they would need an entire division just dedicated to doing that.
Where I live they usually tell you to go straight home. I got stopped for having a headlight out and got cited for no proof of insurance too and they let me drive home. I did have insurance but forgot to put the new paper in when I renewed it so the old one was expired, so I was able to get that ticket dismissed.
There is probably a department policy in place that says they can't unless it's an impound. DPS has a similar policy and hence you'll see cars sitting on the side of the road sometimes in AZ. Dumb policy in my opinion. But it started with the legislation changes. So I blame the government for these stupid moves.
In Alberta: 1) no insurance = tow + $3000 fine 2) no registration = possible tow + $343 fine 3) no DL = $343 fine 4) suspended driver = 30 day impound and fine of $3000 (for first offence); goes up by 30 days and $3000 per 2nd/3rd etc 5) no plate = no drive (or tow)
No registration means car jail where I am. No insurance, no problem, here's your $5000.00 fine. Insurance looks pretty cheap now in comparison. If you don't have the slip, they will issue a ticket and generally you have 24 hours to produce it. Bet she just drives off but no one has mentioned her brakes that "lock up"? In my wallet is a valid driving license. In the glove box of my car, are papers showing valid registration and insurance. Is any of this difficult or unusual? No. Millions of us have this information ready to hand. Why is it so hard for some people to grasp the concept? No license, no registration, no insurance? Don't drive the car. Its just that simple.
I don't understand why an uninsured car isn't automatically towed like here in the UK. In a worse case scenario that driver could set off and 100yds down the road have an accident where someone is killed or injured (also, who's to say they they won't even bother to get it and continue to run their luck!). Then what for the victim or next of kin regarding compensation? Court? If no show that's further unnecessary worry and delay. Can't pay? Then what? Perhaps someone can enlighten me on this, because allowing an uninsured driver to carry on along their way is an utter nonsense.
If you injure someone whilst driving without insurance, you’re fucked legally, which is a big enough threat for most people to do it. If they never show up to court, a warrant is set, and lawyers can now argue that not showing up implies guilt or intent. Then you’re really fucked. But ideally, health insurances cover these kinds of injuries. If you drive without insurance you basically have to hope you die in the crash, or sneak into another country
A big reason is probably half of these people do actually have insurance but didn't have proof. Can't look it up on the computer like in the UK the US is way different.
So if your licence is suspended they can’t put your car in car jail, but no licence ever they can? What’s the logic in that? If you aren’t allowed to drive and you’re driving, you should lose your car. Period.
It used to be towed for revoked, cancelled, expired, suspended, or never had one. But the legislature during Covid decided officers were punishing too many people with suspended licenses who were trying to make things right, so they changed the laws and now it's only impounded for revoked or never had one. Stupid in my opinion.
If it’s suspended, you at least know they’ve passed the driving test at some point. If they’ve never had a license, there’s no evidence they can drive.

Blame the legislature. They changed the laws during Covid. All the cops I know in AZ hate it now because they could get these things off the road and people went to jail. Now they can't even arrest someone with a suspended license.

So that's why I have to have full coverage on my truck in case these stupid people who don't run insurance. I hate these Politicians. @@Calibrownsfan Mandatory insurance is the law in 49/50 states of the United States. But practically all 50 because NH requires you to prove you have the finances to cover a major accident (looks like about $75k in the bank). And honestly, the minimum coverages are far too low for today's vehicles and health costs. The vast majority of people cannot afford to pay out of pocket for the damage they cause. You can easily opt out by simply not driving.
Second driver shouldnt be on the road. Clearly didnt get the point in July that she needs insurance. AFAIC you should be ripped out of the car and the car towed if you're not insured, esp if you were warned 5 months ago.

As an American, I'm flabbergasted, too! It's not as prevalent everywhere, though. Arizona seems to have pretty lax laws concerning no license, no registration or no insurance! It's actually alarming.

Another Canadian here, and big fan of Deputy Sloup! In Alberta there's a huge deterrence to driving without insurance since the minimum fine is $2875. The minimum fine for no Registration/Title is only $230.

@@billeldon Depends who you have insurance with if they're closed at the time you buy the car you might not be able to get insurance immediately. In my state its legal to drive it home with no insurance but I usually try to get it in case I were to get into an accident
@@redtra236if the car is replacing another car, the insurance will generally cover you until you can get it insured. Like if you bought it on a Friday night, you’d be covered until Monday (next business day).
Here in the UK you can't buy a car without getting insurance. That's obviously from a dealer, I suppose buying privately it would be possible, but if I were selling a car to someone I'd demand to see proof they had insurance for it before I handed over the keys.
@ same here. Dealerships will not let you roll off the lot without insurance. And even when you buy privately you can add it on your insurance app and you’re covered. They’ve made it so easy there’s no excuse.

Iirc in an earlier video Frank explained they used to do that in AZ, but due to public pressure on the issue the politicians changed the law and the police can't tow for that anymore. Which is nuts. If they crash & hurt someone on the way home, who's culpable ?

When I was in law enforcement, my biggest pet peeve was pulling someone over for a traffic violation, finding out they never had a DL but was always told “I have an appointment this week to get it”.
When they clearly don’t have an appointment 😂
My biggest pet peeve is you used to be able to walk into the DMV and get your license. Now you have to have an appointment and it like a 3 month wait to get one. If you don't have absolutely everything in proper order then you get turned away and it's another 3 month wait for an appointment. What used to take an afternoon can now take 6 months. That's government efficiency.
@@Isaac_132In Canada you can renew online. With the exception of getting an updated photo every 10 yrs. And no appointment needed... although the lineups can be brutally long sometimes 😂

I used to live in Casa Grande....it's always fun to go back and visit with you, Frank. I'm so happy that as of late you've been stopping those cars with loud mufflers. How annoying they are. Take care and be well and thank you for all that you do.
Here in NSW, Australia, all our Highway Patrol cars now have number plate recognition cameras which will immediately through up any problems. Often in heavy traffic, the HP are sitting on the side of the road looking for dodgy number plates. In NSW, unlike other states, you cannot register a vehicle unless it has third party insurance. We must purchase Greenslips (TPI) before the RMS system will let you pay your rego. So, no TPI, no rego. Makes it very easy for our cops. Very easy system, ensures all cars are insured. Third Party Property and comprehensive are optional. So don't hit a Roller or Lambo if you don't have TPP.
Similar in the UK. It's ALL on databases that the police have access to, and most stuff is done on-line now. You cannot Tax a car without the system seeing a valid insurance on that vehicle - and where over 3 years old has a current MOT (annual inspection). Roads Policing Unit vehicles have ANPR on board, despite this there are still many illegal vehicles running around, but when caught they are siezed and if not claimed out of impound in 14 days it is disposed of (usually crushed). Additionally if it was siezed on the issue of a PG9 notice for being unroadworthy it has to be towed from the impound and cannot be driven again (except to and from a testing centre) until it has passed a fresh annual inspection.
In most states in the US you can't register a car unless you have proof of insurance either. (I don't know any that do allow it.) What some people will do is get insurnace so they can renew the registration and then not they'll not make the monthly payments and the insurance expires.

Where I live they usually tell you to go straight home. I got stopped for having a headlight out and got cited for no proof of insurance too and they let me drive home. I did have insurance but forgot to put the new paper in when I renewed it so the old one was expired, so I was able to get that ticket dismissed.
There is probably a department policy in place that says they can't unless it's an impound. DPS has a similar policy and hence you'll see cars sitting on the side of the road sometimes in AZ. Dumb policy in my opinion. But it started with the legislation changes. So I blame the government for these stupid moves.
Because the legislators in AZ are stupid. And probably all rich enough to be able to afford to replace a car if somebody totals it.
In Alberta:
1) no insurance = tow + $3000 fine
2) no registration = possible tow + $343 fine
3) no DL = $343 fine
4) suspended driver = 30 day impound and fine of $3000 (for first offence); goes up by 30 days and $3000 per 2nd/3rd etc
5) no plate = no drive (or tow)

No registration means car jail where I am. No insurance, no problem, here's your $5000.00 fine. Insurance looks pretty cheap now in comparison. If you don't have the slip, they will issue a ticket and generally you have 24 hours to produce it.

In my state you do get a bit of time to register 10 days I think and it can be driven during that time legally. Not sure about AZ

In my wallet is a valid driving license. In the glove box of my car, are papers showing valid registration and insurance. Is any of this difficult or unusual? No. Millions of us have this

I don't understand why an uninsured car isn't automatically towed like here in the UK. In a worse case scenario that driver could set off and 100yds down the road have an accident where someone is killed or injured (also, who's to say they they won't even bother to get it and continue to run their luck!). Then what for the victim or next of kin regarding compensation? Court? If no show that's further unnecessary worry and delay. Can't pay? Then what? Perhaps someone can enlighten me on this, because allowing an uninsured driver to carry on along their way is an utter nonsense.
If you injure someone whilst driving without insurance, you’re fucked legally, which is a big enough threat for most people to do it. If they never show up to court, a warrant is set, and lawyers can now argue that not showing up implies guilt or intent. Then you’re really fucked. But ideally, health insurances cover these kinds of injuries. If you drive without insurance you basically have to hope you die in the crash, or sneak into another country
A big reason is probably half of these people do actually have insurance but didn't have proof. Can't look it up on the computer like in the UK the US is way different.

It used to be towed for revoked, cancelled, expired, suspended, or never had one. But the legislature during Covid decided officers were punishing too many people with suspended licenses who were trying to make things right, so they changed the laws and now it's only impounded for revoked or never had one. Stupid in my opinion.

Blame the legislature. They changed the laws during Covid. All the cops I know in AZ hate it now because they could get these things off the road and people went to jail. Now they can't even arrest someone with a suspended license.
