And you are right that a lot of Logia users simply rely on the powerful properties of their fruits to become infamous, but aren't that strong themselves. However, that's not the case with Crocodile. Ruff Pumpkins is here it seems for the smoke Now consider Ruff: you're only about 12% through the anime right now Crocodile continues to revel in his scumbaggery though, letting the guards kill themselves by waiting them out and then revealing the truth to Koza that he has orchestrated the entire thing and then gets him shot so the fighting continues, and THEN he throws Vivi off the Palace itself! But it's then that the main character always arrives, when it's most dire Luffy (and Pell) return to save Vivi and lay the smacketh down on Crocodile The answer on how to hit Crocodile was already told, why would he steal the rain? Because he's weak to water! Sand clumps when it's wet, so now Luffy can hit him What's great though is that the crew still have a job to do, it's not just 'wait on the sidelines posturing', the war is still going and a cannonball is still set to blow the city up, it's down to Vivi and the rest of the crew to find it Crocodile's weakness may be water, but he can still drain moisture with his Devil Fruit, the fight will not be as easy as just soaking yourself in water, Luffy does have another advantage though: he can annoy Crocodile to death if needs be This is indeed one of the few times Crocodile calls Miss All Sunday by her actual name: Nico Robin, someone who has had a bounty for 20 years, ever since she was a child. Tashigi sadly does not stand a chance against that, and Luffy also falls to Crocodile again, it's not all simple.

@@bluepearl_22 Crocodile had a whole organization as well under the nose of the government and country, similar to doflamingo. But you also have to consider.
