I've seen fan theories stretch and distort evidence, but this seems excessive. During the track you're reversing, the Elites and Humans are desperately fighting the Flood. As mendicant was once one of the Flood's greatest champions, it's entirely reasonable to have the flood borrow it's voice. It makes even more sense when you contrast it with Mendicants written words in the game. Hell, the Librarian's use of the term "ancilla" to describe Cortana almost completely undermines the idea that she is an intended reclaimer. There are so many ways to describe the development of a virtual sapient that don't describe it as fundamentally subordinate, even if the Librarian wanted to hide her alleged true motives from Chief at the time.

Bungie had every intention of ending the Halo saga at 3. The Created Uprising probably wasn't something conceptualized in 2007. If they had conceptualized it, I suspect that at some point between the eight years of H3 and H5, someone would have realized that the premise of Halo 5 was, in fact, extremely stupid. 😔
