The one you watched is from Marathi Movie industry..a regional cinema industry. There is a remake of this in Hindi film industry (Frankly bollywood the word itself is cringey and stapled by the British on us so we don't like using the word..we call it the Hindi film industry which is widely watched but every region of India has its own Film and music industry with different languages and cultural styles. Bollywood is not an actual place and Hollywood is actually a place so..in any case although the word is in dictionary..we just don't like it as it's stereotyping us as an industry), the remake is also called Zingaat...just type in Zingaat with Jahanvi Kapoor and it'll pop up on youtube in case you want to check it out.

Gujrat has like Dandiya where they they go out and play dance with 2 sticks, You can see Chogada tara song for that to get a idea of what that is. Most of north celebrates Holi, either intoxicated by alcohol or by Bhaang which is actually just weed mixed with milk you can see that in Balam Pichkari. Some communities have their own way of celebrating a festival. But generally you only dance around like that in a wedding of close relative or party of one. Not everyone is brave enough to dance like mad anywhere but yeah alot of the people may go for it if possible.

It's a song from a Marathi movie ,Marathi is the language spoken by the people of state of Maharashtra India. The dancing is unchoreographed street dancing,gay abandon. This is a what you would call a scene shot in rural area hence you will see boys and girls dancing separately as the culture in rural area is not city like where it's very orthodox. These all are actors and junior artistes . This dancing I guess the Director has allowed for people to just be themselves while dancing. Typically Bollywood dance songs are well shot and professionally choreographed
