I think it's Shonda's lead though tbh from her personal history with men in her relationships. She seems a bit bitter with some of the comments she makes.

All these characters (not just Fitz) have proved scandalous, as tempted by power, money, and / or their lust. Theres a reason some win, some are punished, and some escape their punishment. The writer doesn't hate men, she holds these characters; the men accountable, as well as the women.
