This must be why people in isolated areas with ethnically homogeneous populations always think people who aren't of their group all look the same. People who grow up in big diverse cities generally have less difficulty telling people from other ethnic groups apart.

So all the associations for recognizing small facial differences that one wouldn't need to differentiate between the people around them are lost. So if one is used to differentiating caucasians, it's easier because of the wide range of hair and eyes, so all the subtle differences of facial structure aren't needed and then one struggles when the easy indicators that they lean on are no longer as present.
It's really interesting you say that, because babies learn mostly through observation and our brains are typically hard-wired for empathy, seeing other people happy literally causes babies to feel happy. So when your 10-month old sees somebody smile at him, he mirrors the happiness that that person shows by smiling.

When a baby stares at me I take the opportunity to have solid eye-contact with them because they won't end up remembering it and it's generally good practice for humans to have eye contact. (I have a thing about eye contact and generally avoid it as much as I can get away with it. Also the amount I allow is directly proportional to my familiarity, proximity, and memorability with the other person.)

I get stared at A LOT by babies.... adults too. But babies in particular. It's so cute when babies stare haha, I always smile at them and sometimes do a little wave. I get a rush of dopamine when they (usually) grin right back at me. Babies need lots of attention, they're growing and learning about the world! Smiling at babies helps them to grow up happy and healthy, like watering a plant! There was a study done once where parents had to keep straight faces while interacting with their babies and when they stopped responding to their infant's smiles and little noises those babies quickly grew distressed and would start fussing. Eventually, if they kept it up long enough, those same infants would start to look away, focus their attention on something else. That was just for a couple of minutes, and it was only done once for that study. Now imagine those poor kids whose parents never smile at them, whose parents rarely interact with or hold them? Studies show such children are more likely to develop mental illnesses later in life and (iirc) have more trouble relating to other people. That's why I always smile at babies when they look at me, I don't want to make them cry and I want them to grow up happy and healthy! Sometimes, unfortunately, they don't get a whole lot of love or affection at home, that's why I like to smile and wave to babies and small children.
Random story that happen to me: Alright, I'm 14 years old and I'm pretty tall, I'm 177cm (5'7 or 5'8). I was standing in a line to get coffe for my parents, while they were going around the supermarket getting groceries. There was a lady and a todler in front of me. While the lady was ordering the todler turned around to look behind him. He looked at my feet and then slowly looked up. His curious expression was replaced by sheer terror. His mom was done ordering and started talking to another person so they didn't go anywhere. By the time I got the coffee they were slowly walking away. Everything was pretty crowded so I walked behind them. The toddler looked behind him again and looked up at me again. He got scared and ran away.

I was once eating at a small restaurant with my friends, and then a family with a small kid of about 2 years old came in. The dad was carrying him and walking around inside the restaurant, the baby saw me and kept staring at me. I smiled at him at first, then it became creepy for me, because he never took his eyes off me, until his dad took him to their table to eat. After a while, the kid came to my table and looked at my friends, and then he locked his gaze onto me and started to pull my arm wanting to drag me off. His grip was firm, I swear I had to use quite a bit of energy to resist him from pulling me, thank god his dad came and took him away very soon. That was the creepiest moment i ever had with a baby.
once I was in a checkout line and had a baby staring at me. baby's mom noticed and asked the who they were looking at and the baby looked at me, smiled, and said "BABY!" lol I had no idea a baby so young could speak, I also had no idea I looked like a baby to babies. I feel happier when a baby stares at me. It's an opportunity to relax social conventions for a few moments. It's also a plus when the parent notices the primal interplay and smiles back at me. This doesn't happen often enough.

This is also why some people have trouble distinguishing people of a different race, the "all black people look alike" problem. They probably saw almost only faces of their own race as a baby and didn't learn to distinguish the subtle differences. In my experience it's especially bad in white people, maybe because we have a wider variety of hair and eye colours, and so we rely less on the subtle differences in faces.
It's silly to deny that different races don't look different. Acknowledging difference is not racist. Celebrating the differences in races is literally the opposite of racist. You ever hear a white person say to their black friend "I don't see you as black, to me you're the same as a white person". It's meant kindly, to say that the white person treats the black person equally, but it actually is pretty sinister. Kind of implies that there's something wrong with being black and that all black people are just like white people, or they should be. Different races DO have different ways of distinguishing faces. It's a well established fact, and one that I've experienced first hand with foreign exchange students. There is certainly a cultural aspect to it as well, not exclusively race, but race is a common example.
My 5 month old still stares at my face almost constantly. It makes me feel loved. He also mimics many of my faces & that makes me laugh. Babies are the best! I had no idea. I have come to the conclusion that it's most likely because their family and caretakers are probably white and you (and I) are different so they are trying to figure out why and compare us to what they are used to. I had one toddler ask my about my hair in the pool one day. I asked her what was wrong with it and she shrugged and splashed me.

My mom always tells me that not even 10 minutes after I was born, I looked at her STRAIGHT IN THE EYES and smiles at her. So... I guess we're born with the ability to mimick and recognize people and their faces.

I get stared at A LOT by babies.... adults too. But babies in particular. To the point that it's happened before that I've gone to try and calm/distract a crying baby and as soon as they see me, they stop and stare.
Now I'm autistic, so my facial expressions, body language, etc. is... off. From the general public that is. So maybe the reason why I get so many baby stares is that they are like "Wow look at this really new and different adult, lots to learn!!"

Dude don’t treat insecurity as some sort of horrible thing, some of us are just naturally self-conscious about what other people think of us.
I've got them staring at me ALL TIME NONSTOP. Even when their parents try to get their attention. And I swear they wave too if they can.
It's so cute when babies stare haha, I always smile at them and sometimes do a little wave. I get a rush of dopamine when they (usually) grin right back at me. Babies need lots of attention, they're growing and learning about the world! Smiling at babies helps them to grow up happy and healthy, like watering a plant! There was a study done once where parents had to keep straight faces while interacting with their babies and when they stopped responding to their infant's smiles and little noises those babies quickly grew distressed and would start fussing. Eventually, if they kept it up long enough, those same infants would start to look away, focus their attention on something else. That was just for a couple of minutes, and it was only done once for that study. Now imagine those poor kids whose parents never smile at them, whose parents rarely interact with or hold them? Studies show such children are more likely to develop mental illnesses later in life and (iirc) have more trouble relating to other people. That's why I always smile at babies when they look at me, I don't want to make them cry and I want them to grow up happy and healthy! Sometimes, unfortunately, they don't get a whole lot of love or affection at home, that's why I like to smile and wave to babies and small children.
Random story that happen to me:
Alright, I'm 14 years old and I'm pretty tall, I'm 177cm (5'7 or 5'8). I was standing in a line to get coffe for my parents, while they were going around the supermarket getting groceries. There was a lady and a todler in front of me. While the lady was ordering the todler turned around to look behind him. He looked at my feet and then slowly looked up. His curious expression was replaced by sheer terror. His mom was done ordering and started talking to another person so they didn't go anywhere. By the time I got the coffee they were slowly walking away. Everything was pretty crowded so I walked behind them. The toddler looked behind him again and looked up at me again. He got scared and ran away.

I was once eating at a small restaurant with my friends, and then a family with a small kid of about 2 years old came in. The dad was carrying him and walking around inside the restaurant, the baby saw me and kept staring at me. I smiled at him at first, then it became creepy for me, because he never took his eyes off me, until his dad took him to their table to eat. After a while, the kid came to my table and looked at my friends, and then he locked his gaze onto me and started to pull my arm wanting to drag me off. His grip was firm, I swear I had to use quite a bit of energy to resist him from pulling me, thank god his dad came and took him away very soon. That was the creepiest moment i ever had with a baby.

once I was in a checkout line and had a baby staring at me. baby's mom noticed and asked the who they were looking at and the baby looked at me, smiled, and said "BABY!" lol I had no idea a baby so young could speak, I also had no idea I looked like a baby to babies. I feel happier when a baby stares at me. It's an opportunity to relax social conventions for a few moments. It's also a plus when the parent notices the primal interplay and smiles back at me. This doesn't happen often enough.

This is also why some people have trouble distinguishing people of a different race, the "all black people look alike" problem. They probably saw almost only faces of their own race as a baby and didn't learn to distinguish the subtle differences. In my experience it's especially bad in white people, maybe because we have a wider variety of hair and eye colours, and so we rely less on the subtle differences in faces.

It's silly to deny that different races don't look different. Acknowledging difference is not racist. Celebrating the differences in races is literally the opposite of racist. You ever hear a white person say to their black friend "I don't see you as black, to me you're the same as a white person". It's meant kindly, to say that the white person treats the black person equally, but it actually is pretty sinister. Kind of implies that there's something wrong with being black and that all black people are just like white people, or they should be.
Different races DO have different ways of distinguishing faces. It's a well established fact, and one that I've experienced first hand with foreign exchange students. There is certainly a cultural aspect to it as well, not exclusively race, but race is a common example.
