All ok except for the thermal paste. You put in too much thermal paste. It is enough to put some in the center. Then it will be the heatsink to spread it over the whole CPU. An excess will cause you to have the opposite effect.

Performance wise, you should upgrade to either i7-2600 or the K version. But any 2nd gen intel cpu will work well. I just also recently upgraded my optiplex from an i5-2400 to an i7-2600.
Yes you can if the cpu uses the same socket. In this instance for example the socket is LGA1155 for the i5-2400. Any CPU which uses the LGA1155 can be used. Same goes for other sockets.

Hi there Babul, This could be a result of dirty ram modules, dead power supply or faulty motherboard. You can clean the ram modules by rubbing an eraser on the pins on the ram module. These are the only possible issues if the PC doesn't start at all. If it manages to post then it's a HDD issue.

You can get a PCIE low profile sound card and put it in the PCIE slot.

It all up to your budget, but it should be great. 790 and 990 are extremely similar
If you can get a i5-4440 that would be a lot better with a 1650 imo, but it depends all on budget.
790 had a 200w psu, but 990 have 300 watt so its an upgrade for gaming, in terms of games i5 2nd,3rd and 4th are the same level.
