      Just to add to what the other said - in addition to protecting his hearing and using them as monitors, it's not uncommon for drummers to want at a "click track" (metronome) in their monitors so they keep accurate time when recording or playing live. Using headphones allow only him to hear the click, and the other musicians just play along to his drums. This is pretty much required for other bands that use pre-recorded tracks (think synths) or sequencers. For example when Peter Hook and the Light Cover New Order songs with a lot of prerecorded synth tracks, the drummer puts on headphones so they can be in perfect sync with those tracks. When they do songs that are purely live, he takes off the headphones.
      I'm not sure Bill is listening to a click track in his headphones, but it's possible.
