You need to go to disk management and create a new volume from the unallocated usb volume set it to fat32 and done

You might need to re format it after making it Mbr or Gpt, My usb was .raw format and wasn't being recognised. So I used Fat32 format

Try to format and clean it from disk management once. it might solve your problem.

Have you changed the partition from MBR to GPT
or from GPT to MBR?

It is much easier to do this with AOMEI Partition Assistant

After converting to MBR or GPT is done make sure to type this on cmd screen to activate your USB as well, otherwise you can't use that USB
type "create partition primary"
and wait for the confirmation below.
"DiskPart succeeded in creating the specified partition."
You can now use your USB stick
