The main road in is paved which would be fine for a lowered car, but once you get off the main road onto the dirt road there are some larger pot holes. It depends on how lowered the car is. There were some small cars that made it when we were there.

I didn't see any signs that they couldn't. I brought mine and didn't have any problems :) but I am not 100% sure of the rules.
