Every single driver in this video who didn’t let the pedestrians complete crossing the road deserves a ticket! Idk what your American Laws are like but across the pond rule states: the pedestrian needs to be off the crossing until you can resume driving(don’t quote me on that) but most of these people are shocking!!!!!!

I’m in the uk, we have to stop for every zebra crossing (pedestrian crossing) if people are stood to cross or even if they ‘look’ like they will use the crossing, they just step out, we then have to wait until their foot touches the pavement on the other side of the road before we are allowed to move. I much prefer pelican crossings because they have the traffic lights on so you only stop when the light changes even if people are waiting.
Same in the netherlands. This looks so strange that the police do this. I did watch a us youtuber who is an infamously bad driver go to Switzerland and he couldn’t understand why “people kept walking in front of his vehicle” at zebra crossings

Police have given citations minutes after pedestrians have put their foot on the opposite curb, saying pedestrians wouldn't "feel safe". You ask how they know "they just know".

I live on the East Coast where there are signs, traffic light indicators, drivers still don't stop o some people jay walk, which I think is dumb, but so laws are not important for some departments that make rules and regulations to keep their citizens safe.

Right of way laws differ from state to state/communities. There are signs that has yeild right of way to pedestrians in most places where there is no crosswalk signal anywhere, however you have to wait till traffic clears to proceed. Just be aware of your surroundings while driving. Driving just got worse than 40 years ago.
