No, they are two separate design features. Discreteness is the idea that human language is made up of individual sounds and that each of the sounds is meaningless, in and of themselves. Duality of patterning/double articulation builds upon "discreteness" in that it has two layers: one layer is "discreteness" (that a stream of speech is composed of a string of individually meaningless sounds--call these phonemes and allophones; we tend not to notice this layer) and the other layer is the meaningful concatenation of those sounds (morphemes and words; we more readily notice this layer). I hope that helps!
That is a good question and difficult to answer because "importance" can be measured in different ways. For example, if you mean "important" insofar as the feature is only really used by human beings, then perhaps features such as duality of patterning, productivity, and reflexiveness can be considered "high importance", but if you mean "important" insofar as not just human beings use that design feature, then perhaps semanticity and displacement are considered high importance".
