As far as I know, this is actually the majority of abugidas. There's an "implied" vowel at all times until a diacritic is applied which either changes the vowel or removes it
Abjad has other ways to represent vowels in Arabic we use حركات Harakat ًٍٍَُِ ٌ ٍِْ
