This creepy old dude is everywhere in Portland and Stonton island park, gangs/law enforcement are afraid of him, on top of that hes got way more health than a regular citizen
using the character cheat to switch to their skin is fun, you can hit and shoot at any gang member and they’ll run away, and they don’t even shoot at you
