Fuel filters are awful I had no end of issues with a fuel filter. I think they can cause air leaks in the system I never run a fuel filter as always had issues with tuning.
agree, fuel filters are yet another part fuel needs to enter and exit before it enters the carb and the engine. a tiny air leak or a slightly not-done-up fuel filter can cause headaches. they work great but its totally fine to run without a filter if you keep track on how the engine performs.

With the 3 needle carb it possibly just needs new o-rings there is o-ring kits you can buy for the carb
