Best period for dry?
May through October is excellent. But Idrijca is really tough for dry fly. You only have short windows of time when fish is feeding on dry flies, plus not everywhere. It heavily depends on the sun.
Miha Lenič depend on right level? Clouds are better than sun?
You need sun to have dry fly action :D
While I have almost a religious regard for dry flies, in a river that is fairly shallow, I think wet flies would offer great sport.
