Having lived in GB for a fairly short time, I’ve learned that the stock sales must first be approved by the league owners, and that the funds cannot result in a competitive advantage for the Packers.
The funds must benefit all (e.g., community, paying fans, visiting teams, etc.), thus, the ongoing developments and improvements to Lambeau Field, and its connection to the Title Town District (which is an exceptional addition to the mystique of the franchise). 👍🏽🧀🏈

The team which would become the Chicago Bears was founded in 1920 and owned by a certain A. E. Staley, who called his team the Decatur Staleys. After one season, Mr. Staley sold his team to future HOFer George Halas, giving Mr. Halas a discount if he promised to retain the name "Staleys" for one more season. Halas did that, and the 1921 Chicago Staleys won the first of the franchise's current 9 championships. He changed the name to the Chicago Bears in 1922. George Halas owned the Bears until his death in 1983. His daughter, Virginia McCaskey, inherited the team at that time, and has owned it ever since. As of this writing, Mrs. McCaskey, born 1/5/1923, is about two weeks shy of 102 years old.

This list is deceptive. How much of these owners' worth is the team? Owners whose wealth is mostly the team (70% or more) aren't 'rich'. Those owners don't have the freedom to acquire players/resources. Owners high on this list also prove that money doesn't guarantee success.
Rich folks always figure out a way to spend other folks' money to get rich.
I think some owners would love to build their own stadiums, but politicians want a piece of that action, too, thus the horse-trading that goes on when a new stadium is needed/wanted.
