It's not a power tool so it makes perfect sense for it to be 12 volts. If it wasn't you wouldn't be able to run it off the car's battery, which is also 12 volts via the cigarette lighter socket. That's what makes it portable if you're stranded with a flat tyre and the mini compressor's battery is flat.
